Most people hear about BTO ballots and SBF exercises. Open booking gets less attention, which is a pity for buyers who want a new flat without waiting through a ballot. This page sets out what HDB says about open booking as at 26 October 2026, how it differs from the other two modes, and what you can and cannot know in advance. It is general information, not a recommendation to apply.
HDB's open booking description is short, so this page marks clearly where HDB gives a rule and where it says nothing. Where HDB is silent, the page says so instead of filling the gap.
What open booking is
HDB's modes of sale page lists three modes: Build To Order (BTO), Sale of Balance Flats (SBF) and open booking of flats. On the last, HDB says it offers unselected flats from past SBF exercises. Flat buyers apply online and receive a queue number for flat booking, on a first come first served basis, and may be able to book a flat as early as the next working day, where possible.
HDB also says that to allow time for preparation work, online applications are suspended before each inject of fresh supply of flats, and when all the flats are booked. So open booking is not a window that is always open. It runs when HDB has supply to offer, and HDB's advice for being told about it is to subscribe to HDB eAlerts.

Who can apply
HDB's open booking paragraph does not list eligibility conditions of its own. Here is what its related pages do say, and you should confirm the open booking screen on the HDB Flat Portal before you rely on it.
- HFE letter. HDB's finding a new flat page lists open booking of flats among the ways it sells flats through public sales exercises, and says you must have a valid HDB Flat Eligibility (HFE) letter before you may apply for a flat in its sales exercises. The HFE letter tells you which flat types you are eligible for, and the grants and HDB loan amounts available. HDB says it is valid for 9 months and that processing takes up to a month after it receives all required documents.
- Buyer category. HDB's eligibility page groups buyers as couples and families (Singapore Citizens or Singapore Permanent Residents), seniors (Singapore Citizens aged 55 and above) and singles (Singapore Citizens aged 35 and above, alone or with another single).
- Flat types. HDB's FAQ says you can only apply for flat types you are eligible for, as shown in your approved HFE letter.
- Financing. HDB says you can apply for an in principle approval letter for a housing loan from participating banks at the same time as the HFE letter.
Our HFE letter guide goes through that step, and the grant eligibility tool helps you see what grants may apply. HDB also says to apply for an HFE letter at least 1 month ahead of a sales exercise. HDB gives no fixed schedule for open booking, so having a valid letter ready in advance is one way to be prepared when supply is announced.

Open booking, BTO and SBF side by side
| Point | BTO | SBF | Open booking |
|---|---|---|---|
| What is offered, per HDB | New flats across different towns | Balance flats from earlier BTO exercises, surplus SERS replacement flats, repurchased flats and similar | Unselected flats from past SBF exercises |
| How buyers are ordered | Computerised ballot gives a queue order | Computerised ballot gives a queue order | Queue number, first come first served |
| When you apply | During the sales exercise application period | During the sales exercise application period | Online, when HDB opens supply. Applications are suspended around each inject of fresh supply |
| How soon you may book | Invited by balloted queue position. Ballot results within 2 months of the application period closing | Invited by balloted queue position | As early as the next working day, where possible |
| Priority schemes | Apply, to enhance ballot chances | Apply, to enhance ballot chances | Not mentioned by HDB for open booking |
The priority schemes and ballot chances HDB describes are tools for a ballot, which open booking does not use. For how those work in BTO and SBF, see HDB priority schemes. For the SBF exercise itself, see SBF versus BTO and when the next SBF exercise is. HDB also notes that SBF interest is often strong, so chances of getting an SBF flat may be slim.
What happens once you can book
HDB's Booking of Flat page, in the same section, describes the booking stage for its new flat sales. It says you must attend the booking appointment personally, or send an authorised representative with the authorisation form, and that you pay an option fee that forms part of your downpayment. The amounts it lists are $2,000 for a 4 room or bigger flat and $1,000 for a 3 room flat. The page does not say whether anything differs for open booking, so confirm the fee and documents when you book. It also says you bring identity documents, and relationship documents such as a marriage certificate where relevant, and may submit softcopies through MyDoc@HDB beforehand.
HDB says buyers who are invited to book and decline when flats are available in BTO or SBF may face restrictions on future applications, and its open booking paragraph does not describe that rule either way. Read the open booking screen before you queue, so that you only join a queue for a flat you are prepared to book.

Practical checks before you queue
- HFE letter valid and for the flat type you want.
- Budget and loan sorted, with grants checked. See the grants guide.
- The specific flat. HDB says these are unselected, and does not give reasons. Check block, floor, facing and expected completion for the particular unit and not the label.
- Timing. HDB says SBF flats are usually under construction, near completion or completed, and open booking flats come from past SBF exercises, so check the expected completion in the listing, and see BTO waiting times.
- The alternative. Compare with resale in BTO versus resale.
Our open booking glossary entry is the short definition. Winfred can talk you through how the options fit your plan.
Frequently asked questions
What is open booking of flats?
It is one of HDB's three modes of sale. HDB says it offers unselected flats from past SBF exercises. Buyers apply online and receive a queue number on a first come first served basis, and may be able to book a flat as early as the next working day, where possible.
Do I need an HFE letter for open booking?
HDB lists open booking among its sales exercises on a page that says you must have a valid HFE letter before you may apply for a flat in them. Its open booking paragraph itself does not repeat this, so confirm on the HDB Flat Portal. The HFE letter is valid for 9 months.
Is there a ballot for open booking?
HDB says open booking uses a queue number on a first come first served basis. BTO and SBF applications are placed through a computerised ballot to set the queue order, and HDB describes priority schemes as improving ballot chances in those two.
When does open booking happen?
HDB gives no fixed schedule. It says online applications are suspended before each inject of fresh supply and when all flats are booked, and it recommends subscribing to HDB eAlerts to be notified of sales exercises.
