Open booking of flats

What is open booking of flats? Open booking of flats is HDB's system for selecting from unsold or unbooked flats on the HDB Flat Portal without going through a fresh ballot, generally on a first come basis. It differs from BTO, which runs on a ballot and queue number, though standard eligibility rules still apply.

What it is

Not every HDB flat is bought through a ballot. After a BTO exercise or a Sale of Balance Flats exercise concludes, some flats remain unsold or unbooked, for example because an earlier applicant did not proceed. HDB periodically opens these units for open booking, where eligible applicants can select and book an available unit directly through the HDB Flat Portal, without waiting for the next scheduled ballot.

Who it applies to

Open booking applies to buyers who meet the standard HDB eligibility conditions for the flat type and scheme in question, the same conditions that would apply if they were applying through a regular BTO or resale channel. It is simply a different channel to select an available unit, not a separate eligibility track with its own relaxed rules.

How it affects what you can buy and what grants you can access

Because open booking flats are units that have already been through construction planning, or in some cases already completed, buyers can sometimes get a clearer picture of the actual unit, floor, and stack before committing, compared with a BTO ballot where flat selection happens much later. Grant eligibility, income ceiling, and first timer or second timer status work exactly as they would under the equivalent scheme, open booking changes how you select the unit, not what you are entitled to.

What commonly trips people up

Buyers sometimes assume open booking flats are lower demand or lower quality because they were not booked during the main exercise, which is not necessarily true, some units go unbooked for reasons unrelated to quality, such as an earlier applicant's change in circumstances. Another common confusion is mixing up open booking with the general resale application process; they are different channels with different flats and different rules.

What to check

Check the HDB Flat Portal directly for current open booking listings, since availability changes frequently and is not centrally advertised the way a BTO launch is. Confirm your eligibility for the specific flat type and scheme before you commit, and remember that a valid HFE letter is still required.
