Executive Condo (EC) Property Agent in Singapore

An executive condo (EC) property agent in Singapore checks whether you qualify, explains which EC rules apply to each project, and compares an EC with a BTO flat, a resale flat and a private condo. Winfred Quek, CEA R073319H, also plans the sale of your HDB flat around the EC purchase. Buyers pay no fee under the standard arrangement.

Who is an executive condo agent for?

Buyers close to the EC income ceiling who want to know whether an EC is the right fit are who this page is for. It suits:

How does Winfred help EC buyers?

Winfred works through six steps, from eligibility to your own MOP plan.

  1. Check your eligibility. We confirm citizenship, household income against the ceiling, and that you do not own private residential property at application.
  2. Find which rules apply. The date the EC site was tendered decides the MOP, the privatisation timeline, the payment scheme and the income ceiling.
  3. Compare the alternatives. We run the same budget through an EC, a BTO flat, a resale flat and a private condo, using the upgrade cashflow tool and my EC versus BTO comparison.
  4. Plan your current home. If you own an HDB flat, we plan when it is sold, because an HDB owner who buys an EC must dispose of the flat within 6 months of taking possession of the EC.
  5. Choose the project and unit. I arrange the viewings and put the project next to resale options.
  6. Finance and book. We check the 30% MSR cap that applies to EC instalments, then go through the booking and payment schedule.

How do the EC rules differ by tender date?

ECs on sites tendered from 8 May 2026 have a 10 year MOP and a 15 year privatisation timeline, while earlier ECs keep a 5 year MOP and a 10 year timeline.

What are the key takeaways?

Three points matter most on this page.

  1. The tender date of the EC site decides the MOP, the privatisation timeline and the payment scheme.
  2. The income ceiling applies to new ECs only: resale ECs after the MOP have none.
  3. If you own an HDB flat, plan its sale before you commit to an EC.
