Can I keep my HDB and buy an EC?

By Winfred Quek · CEA R073319H · Published 5 Aug 2026

Quick answer: No, not indefinitely. EC buyers must not own private property at application, but an HDB resale flat owner can still apply, provided they dispose of the HDB flat within 6 months of taking possession of the EC. Miss that window and you are in breach of the EC eligibility conditions.

This trips up more HDB upgraders than any other EC rule, because the answer is a conditional yes at application that becomes a hard no once the keys are in hand.

Quotable: As of August 2026, an HDB flat owner who buys an EC must dispose of the HDB flat within 6 months of taking possession of the EC (HDB).

The disposal condition

At the point of applying for a new EC, you must not own private residential property, but an existing HDB flat is not itself a disqualifying asset at application. The condition instead attaches after: once you take possession of the EC, typically at TOP, you must dispose of your HDB flat within 6 months. Keeping both permanently is not an option under the eligibility rules.

Why this trips up upgraders

Because the disposal deadline is measured from taking possession rather than from application or booking, upgraders sometimes underestimate how soon after their EC's completion the clock starts. Given the construction period on a new EC can run 3 to 4 years, it is easy to lose track of exactly when "taking possession" occurs relative to your own moving plans.

What "taking possession" means in practice

Possession generally refers to the point HDB or the developer notifies you that the unit is ready for collection and handover, close to or at Temporary Occupation Permit (TOP). From that notified date, the 6 month countdown to disposing of your HDB flat begins, regardless of whether you have actually moved in yet.

The alternative: sell first, then apply

Some HDB owners choose to sell their flat before applying for an EC, avoiding the disposal deadline entirely and freeing up sale proceeds and CPF refund to fund the EC purchase upfront. The trade off is managing your own housing during the EC's construction period, which is where a contra style timing plan or interim rental usually comes in.

Frequently asked questions

What happens if I miss the 6 month disposal deadline?

You are in breach of the EC's eligibility conditions. HDB and the relevant authorities can take enforcement action, which may include requiring disposal under direction or other penalties, so the deadline should be treated as firm, not a soft guideline.

Does the 6 month clock start when I book the EC or when I get the keys?

It starts when you take possession of the EC, generally around TOP when the unit is ready for handover, not at booking. Given EC construction can run 3 to 4 years, the clock effectively starts years after your initial application.

Can I rent out my HDB flat instead of selling it while I wait?

No. The condition requires disposal of the HDB flat, not merely vacating it, within 6 months of taking EC possession. Renting it out does not satisfy the disposal requirement.

Winfred maps your HDB disposal deadline against your EC's expected TOP, so the 6 month window never becomes a scramble.
