Who is eligible to buy an Executive Condo?

Quick answer: You need at least one Singapore Citizen applicant, the other can be a PR or SC, a household income at or below $16,000 a month, and neither applicant can already own private property. You must also form a family nucleus, such as a married or engaged couple. New EC launches from 2025 carry a 10 year Minimum Occupation Period.

Executive Condos sit between HDB and private condos, and the eligibility rules reflect that hybrid status: stricter than buying private, more flexible than a standard BTO application.

What changed in 2025

New EC launches from 2025 carry a 10 year Minimum Occupation Period, up from 5 years, and there is no Deferred Payment Scheme, buyers service progressive payments from day one of construction rather than deferring most of the cost to completion.

Resale ECs play by different rules

Once an EC has passed its MOP and is being bought on the resale market, the S$16,000 income ceiling no longer applies, it only restricts buyers purchasing directly from the developer. You must still be a Singapore Citizen or PR to buy a resale EC before it fully privatises at year 10.

Why the income ceiling matters

The S$16,000 threshold catches a wide band of dual income HDB households, typically couples each earning S$7,000 to S$9,000, but excludes higher earners, who are directed to the private condo market regardless of preference.
