What it is
Most HDB schemes assume you are applying with a spouse, children, or another family member, a family nucleus. The Single Singapore Citizen Scheme, often shortened to the Singles Scheme, is HDB's route for a single applicant to buy without one. It applies to both new flats and resale flats, though the rules and restrictions differ meaningfully between the two.
Who it applies to
The scheme is for Singapore Citizens who are single, meaning unmarried, divorced, or widowed, and who meet HDB's minimum age requirement. The exact age threshold and the income ceiling for singles applying alone are set by HDB and reviewed from time to time, so this page describes the shape of the scheme rather than a specific age or dollar figure, both of which you should confirm directly with HDB.
How it affects what you can buy and what grants you can access
Under this scheme, new flats bought directly from HDB are generally restricted to certain flat types and towns, while resale flats bought on the open market face fewer restrictions on flat type and location. Singles applying under this scheme may be eligible for a CPF housing grant, at a different level than a couple or family household would receive, and singles have their own income ceiling for grant purposes, separate from the household ceiling used for family applications.
What commonly trips people up
Applicants sometimes assume singles have the same flat choice as families, when new flat options are narrower for singles than for family applicants. Others miss that once a single buys under this scheme and later marries, their household's first timer or second timer status carries forward into the new joint application, it does not reset.
What to check
Confirm the current age requirement, income ceiling, and flat type restrictions directly with HDB, or through your HFE letter application, before assuming you qualify. HDB does not tell you whether you personally qualify through this glossary, only HDB's own eligibility check can confirm that.
