Can singles buy an HDB flat in Singapore?

The Single Singapore Citizen Scheme

A single Singapore Citizen becomes eligible to buy HDB housing under the Single Singapore Citizen Scheme from age 35. At that point, two paths open up: a 2 room Flexi Build To Order (BTO) flat, which is the only new flat type singles can apply for, or an HDB resale flat of any size on the open market. Both are subject to HDB's income ceiling rules, which vary by flat type, and the usual eligibility conditions such as not owning private property.

Before age 35

Below 35, a single Singapore Citizen cannot buy any HDB flat, new or resale. The only housing option available is private property, a condo or other private residential unit, and there is no minimum age restriction on that route at all. What changes is the cost profile: private property carries standard Buyer's Stamp Duty and, if applicable, Additional Buyer's Stamp Duty, the loan to value cap sits at 75% rather than benefiting from any HDB concessionary financing, and none of HDB's housing grants are available.
