What it is
Second timer is the counterpart status to first timer. A household is a second timer household once any member, owner or listed occupier, has previously enjoyed a CPF housing grant, or previously owned a flat bought directly from HDB, a DBSS unit, or an Executive Condominium. Being a second timer does not stop you from applying for another flat, it changes the terms under which you apply.
Who it applies to
This status covers a wide range of situations, someone upgrading from an HDB flat back to another HDB flat, a divorced or widowed applicant reapplying after a previous subsidized purchase, or a couple where one partner previously received a grant on an earlier flat, even one bought before the current relationship. The label follows the person and, through the family nucleus, the whole new application.
How it affects what you can buy and what grants you can access
Second timer households generally have lower priority in BTO balloting compared with first timer households applying for the same flat type, and generally have access to fewer or smaller CPF housing grants. A second timer household applying for another subsidized flat may also be liable for the HDB resale levy, a charge that recovers part of the earlier subsidy. Exact grant amounts and levy figures change from exercise to exercise, so confirm current numbers with HDB rather than relying on an older figure.
What commonly trips people up
Applicants sometimes assume second timer status only affects grants, and forget it also affects BTO ballot priority and can trigger a resale levy they did not budget for. Others do not realize that a much older subsidized purchase, sold years ago, still counts, since first timer status, once used, does not refresh over time.
What to check
Confirm your status through your HFE letter application before committing to a BTO application or budgeting for a purchase, and ask HDB directly whether a resale levy applies to your specific situation. Do not assume a rule that applied to a friend's case applies identically to yours.
