What is BTO? BTO, Build to Order, is HDB's quarterly ballot system for new flats sold before construction begins. Applicants apply online during a launch window, pay a S$10 application fee, and if successful, select a flat by queue position. The typical wait from application to key collection is 4 to 5 years.

BTO flats are priced below comparable resale flats because they are sold new, before construction, directly by HDB, and first timer households get priority balloting in most flat types, improving their odds relative to second timer applicants.

The BTO process runs: online application during the 1 to 2 week launch window, ballot results in 2 to 3 weeks, flat selection at an appointment based on queue position, signing the Agreement for Lease, then a roughly 4 to 5 year wait for construction and key collection.

Once keys are collected, the standard 5 year Minimum Occupation Period begins, during which the flat cannot be sold on the open market or fully sublet. A household that received a prior housing subsidy applying for another subsidised flat, including a BTO, may also be liable for the HDB resale levy.
