What it is
Most HDB schemes require a married couple, but many couples want to secure a flat before their wedding, particularly given how long a BTO build can take. The Fiance and Fiancee Scheme is HDB's answer, treating an engaged couple as a family nucleus for the purposes of applying, on the condition that the marriage is actually registered by a deadline HDB sets, typically measured from when the couple takes possession of the flat.
Who it applies to
The scheme applies to engaged couples where at least one party is a Singapore Citizen, subject to HDB's citizenship and age conditions for the other party. It covers both BTO applications and resale purchases, though the practical experience differs, a BTO couple may marry any time before the multi year construction period ends, while a resale couple faces a shorter runway since the flat is ready sooner.
How it affects what you can buy and what grants you can access
Applying under this scheme opens up the same flat types, towns, and CPF housing grants that a married couple could access, since HDB treats the engagement as sufficient basis for a joint application. Grant amounts and specific eligibility conditions follow the same rules a married couple would face, but access to them is provisional on the marriage actually happening within HDB's required window.
What commonly trips people up
The single biggest trip up is losing track of the marriage deadline, especially for BTO applicants who might wait years for their flat and can lose sight of exactly when the clock started. Couples who do not marry within the required period, or whose engagement ends, face consequences for the flat and any grant received, so this is not a formality to overlook. Proof of intent to marry is also required at application, not assumed.
What to check
Confirm the current marriage deadline, proof of intent requirements, and citizenship conditions directly with HDB before applying, since these details are reviewed periodically. If your relationship status changes after applying, notify HDB promptly rather than waiting to see what happens.
