What is EC? An Executive Condominium, EC, is a Singapore hybrid public private housing type with eligibility rules and pricing similar to HDB at first, that fully privatises at 10 years. The monthly household income ceiling for a new EC is S$16,000, and at least one buyer must be a Singapore Citizen.

ECs are developed and sold by private developers but with eligibility rules closer to HDB flats: at least one applicant must be a Singapore Citizen, at least one other must be an SC or Permanent Resident, and the household cannot own private property or have disposed of one within the last 30 months.

The standard 5 year Minimum Occupation Period applies, after which the unit can be sold on the resale market, but still only to Singapore Citizens or Permanent Residents until it fully privatises at 10 years, at which point it can also be sold to foreigners. This is the rule for every EC on the market or already in the pipeline today. On 8 May 2026 the Ministry of National Development doubled the MOP to 10 years and pushed full privatisation to 15 years, but only for EC built on government land tendered from that date onward, launches that will not reach the market for a few years yet. No ABSD applies for eligible first timer Singapore Citizen purchasers buying a new EC as their first home.

EC built on government land tendered from 8 May 2026 onward will follow the standard Progressive Payment Scheme only, since MND removed the Deferred Payment Scheme for that cohort. Every EC on the market or already in the pipeline today was tendered earlier and can still be offered on DPS at the developer's discretion. Even so, EC typically launches at a 15 to 20 percent discount to comparable private condominiums, keeping it attractive for eligible buyers with a long hold horizon.
