How long is an HDB Flat Eligibility letter valid?

By · CEA R073319H · Published 3 Nov 2026 · Last reviewed 3 November 2026

Quick answer: An HDB Flat Eligibility (HFE) letter is valid for 9 months from the date of issue. If you are buying a resale flat, you must have a valid HFE letter before you obtain an Option to Purchase from the seller, and again when you submit the resale application. The application is online only and free, and HDB says processing takes up to a month after it receives all the required documents.

Rates and thresholds change. The current figures are kept in one place: the Singapore property rules reference.

When do you need the HFE letter?

HFE letter requirements, from HDB.
BuyingWhen a valid HFE letter is needed
A resale flatBefore you obtain an OTP from the seller, and when you submit the resale application to HDB
A new flat from HDBWhen you apply to buy the flat

Because processing can take up to a month, and longer before and during the month of a sales exercise because of high application volume, HDB advises you to apply early. The letter itself sets out your housing and financing options, and second timers are told the resale levy or premium payable for a subsidised flat.

How the 9 months works in practice

The 9 months run from the date the letter is issued, not from the date you applied. Illustration with invented dates: you apply on 1 February, HDB issues the letter on 1 March, and it is valid until 1 December. If you have found a flat and your resale application has been submitted before 1 December, you may continue with that purchase even if the letter then expires, because HDB processes the flat application on the HFE letter you submitted.

If the letter is expiring within the next 30 days and you need more time to submit a new or resale application, HDB says to apply for a fresh letter. If the only changes since the first letter are in employment or income details, the first applicant on the existing letter can reapply. Until a fresh letter is issued you can keep using the unexpired one.

What can invalidate the letter?

The applicants and occupiers on your flat application must stay the same as on the HFE letter. Changes in household details can affect your eligibility and invalidate the letter, and HDB reserves the right to cancel the flat application. For a resale purchase where you have exercised the OTP, you remain liable to the seller under that OTP.

Complete the two application steps, the preliminary eligibility check and the letter application, within 30 calendar days of each other, ideally in the same calendar month. Otherwise you must update the employment and income details of everyone listed.
