HLE vs HFE Letter: Is There Still a Difference

No, not anymore. The HDB Loan Eligibility, or HLE, letter no longer exists. HDB replaced it with the HDB Flat Eligibility, or HFE, letter, which covers flat eligibility, CPF grants and loan eligibility together in one letter, instead of assessing only the loan. An old forum thread mentioning the HLE is describing a retired step.

Safety: what changed and when

HDB announced the new HDB Flat Eligibility letter on 28 April 2023, and it took effect for flat applications from 9 May 2023. Before that date, a buyer applied separately for an HLE letter mainly to check housing loan eligibility, then dealt with flat eligibility and grant questions through other channels along the way. The HFE letter folded all of that into a single upfront assessment, so a buyer knows their flat eligibility, grant amount and loan eligibility before they start looking seriously at flats, rather than discovering a problem partway through.

If you have not applied for an HDB flat since before mid 2023, the process you remember is not the process that exists today. There is no HLE letter to apply for anymore. Every applicant now goes through the HFE letter, whether they are buying a Build To Order flat, a resale flat, or applying for the Sale of Balance Flats exercise.

The short version: HLE checked your loan alone. HFE checks your flat eligibility, your grants and your loan together, in one letter, before you commit to a specific flat.

In practice this means a single application now tells a buyer whether they even qualify to buy the type of flat they want, how much grant support they can expect, and roughly how much they can borrow. That is a meaningfully different starting point from the old process, where a clean HLE approval did not guarantee anything about flat eligibility or grants.

Timing: validity and when to apply

The HFE letter's validity period was extended from six months to nine months, a change HDB made in November 2023 to give buyers more breathing room during their flat search. Apply for the HFE letter before you start seriously viewing resale flats or before you take part in a Build To Order or Sale of Balance Flats exercise, since you generally need a valid HFE letter in hand at key steps such as submitting a resale application or booking a flat.

If your circumstances change materially during the validity period, such as a change in income, family nucleus or citizenship status, HDB may review and revise your HFE letter. It is worth checking HDB's own guidance on when a review is triggered rather than assuming an approved letter is fixed for its full nine months regardless of what changes in your situation.

Do not let it lapse mid search: If your HFE letter expires before you complete your purchase, you will need to reapply. Track the expiry date against your flat hunting timeline so it does not catch you out right before you are ready to commit.

Apply directly for the HFE letter through HDB's website as your first concrete step, before you start comparing specific flats or resale listings. It will tell you, in one document, whether you are eligible for the flat type you want, what grants you may receive, and what your loan options look like, which is a far more complete starting point than the old loan only letter ever gave buyers.
