How do I sell my HDB without an agent?

Quick answer: It is not mandatory. You can price, list, find a buyer, grant the OTP, and submit through the HDB Flat Portal entirely yourself. What follows is the full walkthrough: pricing, the OTP process, the resale portal, HDB's inspection, and completion, plus what an agent's commission actually covers if you decide it is not worth doing alone.

Selling without an agent is allowed and plenty of owners do it. Here is the complete process, step by step, so you know exactly what you are taking on.

Step 1: confirm MOP and check your net proceeds

Before anything else, confirm you have completed your 5 year Minimum Occupation Period, and work out what you will actually walk away with: sale price minus outstanding loan, minus CPF principal plus accrued interest, minus legal fees. Do this before you set a price, not after you have a buyer.

Step 2: price it with real transaction data

Use HDB's resale flat prices data for transactions in your block, or blocks of identical design, over the last three months, as your primary benchmark. Adjust for floor level and renovation condition. Overpricing against comparable transactions is the single most common reason a self listed flat sits unsold for months.

Step 3: list and find your own buyer

Without an agent, you are responsible for marketing the flat and handling every enquiry yourself, arranging viewings, and negotiating price directly with interested buyers.

Step 4: qualify your buyer before granting an OTP

Check that your buyer has a valid HFE letter, or bank Approval in Principle if they are using a bank loan, before any option fee changes hands. This is the step that protects you from a buyer whose financing later falls through.

Step 5: grant the OTP and collect the option fee

Issue a signed Option to Purchase and collect the 1% option fee. The buyer has 21 days to exercise. If they exercise, they pay a further 4% exercise fee and both parties sign the Exercise of Option form. If they do not exercise, you keep the 1% and are free to grant a new OTP to someone else immediately.

Step 6: submit on the HDB Flat Portal

After the OTP is exercised, both buyer and seller submit independently on the HDB Flat Portal within 7 days of each other. You will need to appoint a conveyancing lawyer for your side of this submission.

Step 7: HDB inspection and approval

HDB inspects the flat to confirm no unauthorised renovation and no illegal subletting, then reviews the application. Approval typically takes 4 to 6 weeks and sets your legal completion date.

Step 8: completion, loan redemption and CPF refund

At completion, your outstanding loan is redeemed from the sale proceeds and your CPF principal plus accrued interest is refunded to your CPF account, all coordinated by your conveyancing lawyer, before any cash reaches your bank account.

What an agent actually handles

An agent's value sits in pricing analysis grounded in comparable data, qualifying buyers before an OTP is granted, drafting and negotiating the OTP terms, coordinating the portal submission, and negotiating any Cash Over Valuation gap. Seller representation typically runs around 2% of the sale price plus GST, billed only on completion. For many sellers, the negotiation value on price alone offsets a meaningful part of that fee, but the honest comparison depends on how comfortable you are running steps 3 through 6 yourself under time pressure.
