Cooling measures usually get announced with fanfare and unwound quietly later. This one went the other way, announced on stage at an economic conference, with immediate effect and no transition period.
What changed
Since September 2022, any private property owner or former private property owner who wanted to buy a non subsidised HDB resale flat had to wait 15 months from the sale, regardless of age or flat size. That rule is gone. Effective immediately from 28 Jul 2026, eligible private property owners and former private property owners can buy a non subsidised HDB resale flat of any size, at any age, with no wait at all. The one condition that survives: the purchase cannot be financed with an HDB housing loan, cash and bank loans are fine, an HDB loan is not.
Why now
The rationale given is that the resale market has stabilised enough that the rule is no longer doing useful work. Resale price growth decelerated from 10.4% in 2022, the year the rule began, to 2.9% in 2025, and HDB resale prices have now declined for two consecutive quarters starting Q1 2026, the first dip in nearly 7 years. Removing a cooling measure aimed at a market already cooling on its own reads as calibration back to normal.
Who it actually helps
The clearest beneficiaries are right sizers and retirees, private property owners who want to sell a larger home and move into a paid off HDB resale flat, without funding 15 months of interim rental in between. It also helps former private property owners who were simply sitting out the remainder of an already running clock; they can transact today instead of waiting for it to lapse.
What still does not change
- No HDB loan. Cash or bank loan only, this restriction stands exactly as before.
- Non subsidised resale only. This does not touch BTO or Sale of Balance Flats eligibility.
- ABSD is unaffected. Additional Buyer's Stamp Duty on any private property purchase follows existing rules exactly as before.
- MOP is unaffected. The 5 year Minimum Occupation Period for anyone who goes on to own the resale flat is unchanged.

When exactly did the rule change take effect?
Immediately. National Development Minister Chee Hong Tat announced the removal on 28 Jul 2026 at the 11th Singapore Economic Review Conference, and it took effect the same day with no transition period. The rule itself had been in place since September 2022 as a cooling measure.
Is there an age or flat size limit on who can use the new rule?
No. Eligible private property owners and former private property owners of any age can buy a non subsidised HDB resale flat of any size immediately. The old rule applied uniformly regardless of age or flat size, and its removal does too.
If I was partway through my 15 month wait, can I transact now instead of waiting it out?
Yes. If you were a former private property owner already partway through the old 15 month clock, you no longer need to wait for it to lapse. You can transact today, using cash or a bank loan, for a non subsidised HDB resale flat of any size.
