Renting out without an agent saves the commission, and nothing in the rules forbids it. CEA, the regulator of property agents, publishes a guide for landlords who transact on their own. But when you drop the agent you also take over the jobs the agent would have done. This page lists those jobs, who sets each rule, and where the honest trade offs are. How the agent fee itself works is covered in how agent commission works, and screening in more depth is in how to screen tenants. This is general information, not legal or tax advice.
The jobs that become yours
| Job | What the official source says | If an agent were used |
|---|---|---|
| Check the tenant's identity and pass | CEA's landlord checklist says you must verify the tenant's name, ID or passport, and for non residents the validity of the pass, with a validity period of at least 3 months. | CEA's guidelines require the agent to do the checks and keep records |
| Use a tenancy agreement | CEA offers a template. It calls it a guide, not compulsory. | The agent usually prepares it |
| Stamp the agreement | IRAS: within 14 days after signing in Singapore. | Still a duty of whichever party is liable |
| Tell IRAS about the letting | IRAS: within 15 days, unless the lease is stamped through myTax Portal. | Still the owner's duty |
| HDB approval | HDB: obtain approval before renting out, and report changes within 7 days. | Still the owner's duty |
| Handle disputes | CEA cannot act on disputes that do not involve an agent or agency. | CEA has a role if an agent was involved |

1. Check who is moving in
The checklist for landlords says that if your tenants are citizens or permanent residents you must verify the tenant's name and the validity of the Singapore identity card, plus the company's UEN if you rent to a company. For non residents you must verify the name, passport number and the validity of the pass, with a validity of at least 3 months, whether it is an Employment Pass, S Pass, Work Permit, Student's Pass, Dependant's Pass or Long Term Visit Pass.
CEA's separate guidelines for property agents explain the steps behind that. For a citizen or permanent resident: check the original NRIC for forgery and photograph, match the photo to the person face to face, and verify validity with ICA's database, keeping a screen capture or acknowledgement slip. For a foreigner: check the original pass, cross check it against the original passport and the person, and verify validity with ICA or MOM, or through FileSG for digital long term passes. Agents' firms must retain the records for at least 5 years. The guidelines also say the amended Women's Charter requires landlords who rent out residential premises to conduct identity checks at the point of signing. Without an agent, nobody else will do or record these checks for you.

2. Put the tenancy on paper
CEA's template for private residential property is split into a Schedule of points to negotiate, an Operative Part of general clauses and Annexures. It leaves the figures blank for you to agree: the security deposit is a line expressed in months of rent, minor repairs have a per item cost limit, and there is a choice of who pays stamp fees. The template says that, absent agreement, the tenant is liable for stamp duty under the Stamp Duties Act. It also has a clause on immigration status of the tenant and occupiers, and a clause requiring the tenant to comply with the Management Corporation's by laws.
On inventory, the template provides that the landlord prepares two copies of an Inventory List when handing over, for the tenant to endorse, and the tenant prepares a Property Condition Report within a set period, with each party keeping a copy. The template describes those documents as evidence of the condition of the furniture and the premises.
The template leaves the deposit amount blank, so the figure is for you and the tenant to agree. For the end of the tenancy, see the move out inventory checklist.

3. Stamp the agreement and tell IRAS
IRAS says a document should be stamped before it is signed, but no penalty is charged if you stamp within 14 days after signing in Singapore, or within 30 days after receiving it in Singapore if it was signed overseas. A penalty of up to 4 times may be imposed on documents that are unstamped, stamped late or insufficiently stamped. For a lease of 4 years or less, lease duty is 0.4% of the total rent, with leases of an average annual rent of $1,000 or less exempted. The tenancy agreement should say who pays, and if it does not, the Stamp Duties Act points to the lessee. Landlords can ask the tenant for a copy of the stamp certificate. For the steps, see the tenancy stamp duty guide and the e stamping walkthrough.
Separately, IRAS says that when you let out a property you need to inform IRAS within 15 days after the letting for property tax purposes, and that stamping the lease through myTax Portal notifies IRAS so you need not do it again. The penalty for not informing IRAS is a fine of up to $5,000, plus interest on the tax if prescribed. When a whole residential property is let, the owner occupier property tax rates are withdrawn from the date of letting and the non owner occupier rates apply.

4. If it is an HDB flat, approval comes first
HDB says you must obtain its approval before you rent out your flat, applying through the MyHDB Page or the MyHDB mobile app. The administrative fee is $18 per application. Only Singapore Citizens who have completed the Minimum Occupation Period may rent out a flat, and owners of Prime and Plus flats are not allowed to even after the 10 year period. HDB lists tenant eligibility, including that non citizens must hold passes with a validity of at least 6 months as at the date of application, and that tourists are not allowed. The minimum rental period is 6 months per application, and the maximum is 3 years if all tenants are Singaporeans or Malaysians, or 2 years if any tenant is a non Malaysian non citizen.
After approval, HDB says you must notify it of any change within 7 days of it happening, such as new tenants or tenants moving out, and new tenants need HDB approval before they move in. HDB also makes you responsible for making sure only authorised tenants stay, the headcount does not exceed the maximum, the tenants are legally residing in Singapore and the tenants do not misuse the flat, and it says to conduct regular checks. If you are overseas during the rental period you must appoint an attorney who is not a tenant. For tenant numbers see the HDB occupancy cap guide.

The honest trade offs
What you save. The agent's commission. How much that is depends on what you would have agreed, which is why the commission page above tells you to get it in writing.
What you give up. Someone else carrying the checking and the paper trail. ICA says landlords must carry out three mandatory checks and states penalties for harbouring overstayers and illegal immigrants, so a skipped check is your risk. Your time for viewings and replies, and a second pair of eyes on the tenancy terms, also go. And there is one structural change: CEA says it cannot act on disputes that do not involve an agent or agency. CEA points self managing landlords to the Community Mediation Centre, the Small Claims Tribunal or their own legal action. See the small claims tribunal guide for the tribunal route.
An illustration with assumed dates
The dates are invented. You sign a tenancy for a private condo on Friday 6 November 2026. The agreement is due for stamping by 20 November 2026, 14 days later. If you stamp through myTax Portal within 15 days after the letting begins, that also notifies IRAS. For an HDB flat, the order is different. The HDB approval comes first, before the tenancy starts, and any change of tenant later is reported within 7 days.
A short checklist
- Verify every tenant and occupier against original documents, then check pass validity with ICA or MOM and keep the screen capture.
- Use the CEA template or a document your lawyer has reviewed, fill in the deposit, repair limit and stamp fee party, and attach the Inventory List.
- Stamp within 14 days, keep the certificate, and make sure IRAS is told within 15 days.
- For HDB, get approval before the tenancy starts and diarise the 7 day change rule.
- Decide now how you would handle a dispute, since CEA will not.
Frequently asked questions
Is it legal to rent out a property in Singapore without an agent?
Yes. CEA publishes a guide for landlords who rent out a private residential property or an HDB flat on their own, with checklists and tenancy agreement templates. You must still follow the same rules on tenant checks, stamping and, for HDB flats, approval.
How soon must I stamp a tenancy agreement?
IRAS says no penalty is charged if you stamp within 14 days after signing in Singapore, or within 30 days after receiving it in Singapore if it was signed overseas. A penalty of up to 4 times may apply if it is unstamped, stamped late or insufficiently stamped.
Do I need HDB approval to rent out my flat without an agent?
Yes. HDB says you must obtain its approval before renting out the flat, whether or not an agent is used, and notify it of any change within 7 days. Only Singapore Citizens who have completed the Minimum Occupation Period may rent out a flat.
Who helps me if my tenant and I have a dispute and there was no agent?
CEA says it cannot act on disputes that do not involve a property agency or a property agent. It points to the Community Mediation Centre, the Small Claims Tribunal or taking your own legal action.
