HDB Resale Completion: Why It Takes About Eight Weeks

By Winfred Quek · 8 minute read · Published 28 October 2026

Quick answer: HDB says resale completion is about 8 weeks from the date it accepts your resale application. In those weeks HDB inspects the flat, prepares documents about 3 weeks in for you and the buyers to endorse, grants approval about 2 weeks after endorsement and payment, then schedules the completion appointment. Your own jobs: cancel GIRO, clear service and conservancy charges and property tax, redeem any loan, and vacate. The date cannot be brought forward. General information only.

Sellers often ask why the sale is not finished once the buyer has exercised the Option to Purchase. The answer is that exercise starts the paperwork, not the handover. HDB counts a separate stretch of about eight weeks from the day it accepts the resale application to the day you complete, and most of what happens in it is HDB's process with a few tasks for you. This page follows that stretch from the seller's side. For the buyer's view of the same window, see our offer to keys timeline, and for planning a sale around your next purchase, the first time seller timeline. The full selling process is in how to sell an HDB resale flat.

Where the eight weeks start

The clock starts at acceptance, not at the Option to Purchase. After both the buyers' and sellers' portions of the resale application are in, HDB verifies eligibility and reviews documents, and if they are in order it notifies both sides of acceptance within 28 working days, by SMS and email. HDB says the date of acceptance marks the beginning of the 8 weeks processing time. The completion date in the acceptance letter is the earliest possible date. So the full wait from the buyer exercising the option is longer than eight weeks, because the submission and the acceptance wait come first.

What happens in those weeks, as HDB describes it

StageWhat HDB says
AcceptanceHDB accepts the application and notifies both sides. The HDB Branch arranges to inspect the flat for unauthorised renovation works. You must rectify any before completion.
About 3 weeks after acceptanceDocuments for you and the buyers to endorse are ready on My Flat Dashboard, and you are notified by SMS. Each seller endorses individually. If a document is not endorsed within the given time, the application may be cancelled.
After endorsementYou pay the legal fees and other required fees within HDB's notice period.
ApprovalApproval is granted 2 weeks after you and the buyers have endorsed and paid. The approval letter says what to do before completion.
SchedulingYou are notified by SMS once the completion appointment is scheduled, and the completion letter lists what to bring.
Completion, about 8 weeks from acceptanceYou sign the transfer, hand over the keys and apportion property tax with the buyers.

Illustrative reading with assumed timing: acceptance in week 0, documents ready around week 3, endorsement and payment done in week 4, approval around week 6, completion in week 8. If the endorsement or payment slips by a week, HDB's two week approval step moves with it. These week numbers are an example built from HDB's stated intervals, not a promise for your case.

Your tasks while HDB works

If you cannot attend, for example because you are overseas, HDB says you can appoint someone under a Power of Attorney, and certified true copies must reach HDB at least 1 week before the appointment.

The completion appointment

HDB sets the time by how the buyers are financing. Housing loan from HDB: between 9:30am and 12:00pm. Housing loan from a financial institution: between 2:00pm and 5:00pm. No loan: either window. If HDB acts as your solicitors, you attend in person at the HDB Resale Office at HDB Hub. If you appointed private solicitors, their representative may attend for you, which you should confirm with them.

The date cannot be brought forward. If you and the buyers want to defer, send a written confirmation signed by both sides through MyRequest@HDB within a week from the date of HDB's acceptance letter.

CPF refund, loan redemption and proceeds

HDB sets out the sale proceeds as the resale price less the outstanding housing loan, the CPF savings you used with accrued interest, the cash deposit you already received from the buyers (up to $5,000), and any other amounts payable such as a resale levy or upgrading costs. If the price cannot settle the loan, you pay the balance in cash. If the CPF refund falls short, the cash deposit covers the shortfall.

Illustrative figures, assumed and before legal and other fees: a resale price of $600,000, an outstanding bank loan of $150,000, a CPF refund with accrued interest of $250,000 and a $5,000 cash deposit already received leave $195,000 in cash from completion. The $250,000 goes back to your CPF account, not your bank account. Your numbers will differ, so use the net proceeds tool, then confirm each line with HDB, your lender and CPF Board.

If you need to stay a little longer

HDB allows a temporary extension of stay of up to 3 months after resale completion, but only if the buyers agree, you have already committed to buy a completed property in Singapore, and you are not renting out the whole flat. Raise it while negotiating, and before you grant the option. Both sides state it in their resale applications, and HDB says it will not mediate disputes about it. The buyers pay a $20 request fee including GST, and you pay none. Our sequencing guide covers how it fits with a purchase.

What can stretch or break the timeline

HDB gives these as general descriptions. Treat the eight weeks as HDB's stated norm, not a guarantee.
