Most sellers do not struggle with the idea of selling. They struggle with paperwork arriving in the wrong order: a bank figure needed before the offer, a document missing at the resale application, a confirmation letter forgotten on completion day. This page lists what to have ready at each stage and where it sits in the HDB online process. It is general information from public pages and makes no price or timing promise.
The HDB resale selling guide already has the timeline and who pays which cost, and the MOP explainer covers the occupation period, so this page does not repeat them.
Stage 0: before you register anything
HDB's seller eligibility page sets three conditions. Tick each before you spend time on listings.
- Minimum occupation period. HDB says it is the period you must physically reside in the flat, counted from the day the purchase was legally completed. For a resale flat bought on the open market it is 5 years for Standard or unclassified flats and 10 years for Plus and Prime flats. Check yours on MyHDB Page under My Flat, Purchased Flat, Flat Details and Minimum Occupation Period.
- EIP and SPR quota. The sale must stay within the Ethnic Integration Policy quota for the block and neighbourhood. For non Malaysian SPR households the SPR quota also applies, at 8% for the block and 5% for the neighbourhood, updated on the 1st of each month. See our EIP page or the EIP checker.
- Special situations. Bankruptcy or divorce can add requirements. HDB advises settling personal matters such as divorce or estate issues before you register.
What about the HFE letter? It is a buyer document. HDB requires your buyers to hold a valid HDB Flat Eligibility letter before they take your Option to Purchase and again at the resale application, and only buyers with one can get your contact details through HDB's listing service. You will need one for your own next flat, and HDB tells sellers to plan the next home first. Its seller eligibility page does not list an HFE letter as a condition to sell.

Stage 1: register the Intent to Sell and collect two numbers
HDB says you start by registering an Intent to Sell on My Flat Dashboard with your Singpass. Know this before you click:
- You register personally even if you have a salesperson. With several owners, one registers for all.
- There is no fee. It is valid for 12 months and must be valid when you grant the Option to Purchase and when you submit the resale application.
- You cannot change what you entered. To correct it, cancel and register again.
- You can grant an Option to Purchase only 7 days or more after registering.
HDB defines your sale proceeds as the resale price less the outstanding housing loan, the CPF savings used with accrued interest, the cash deposit from the buyer (up to $5,000) and other amounts payable such as a resale levy or upgrading costs. So collect these figures now.
| Figure | Where the agency says to find it |
|---|---|
| Outstanding HDB loan | MyHDB Page, My Flat, Purchased Flat, Financial Info |
| Outstanding bank loan | Your lending bank |
| CPF refund (principal plus accrued interest) | CPF Board: Home ownership dashboard, "What Happens If" section, which shows the refund if you sold now |
| Resale levy or upgrading costs | Shown when you register the Intent to Sell |
CPF Board says that if you sell at market value and the price does not cover the loan and the full refund, you refund only the price less the loan and do not top up the shortfall in cash. Option money you receive counts as part of the selling price and is refunded to CPF before completion. Test the arithmetic with the net proceeds tool, and see CPF accrued interest for the interest part.
If you want HDB to act for you, set up your bank account on the HDB Flat Portal before the resale application. If you appoint your own solicitor, give the bank details to the solicitor.

Stage 2: listing, if you use HDB's service
Listing on the Resale Flat Listing service is optional. HDB fills in address, flat type, floor area, floor plan and remaining lease, and you add photos and a description and your contact details. If you use a salesperson, HDB says to check the phone number on the CEA Public Register.
Stage 3: the Option to Purchase pack
Use only the HDB prescribed Option to Purchase. HDB says any other or supplementary agreement about the sale is not valid under the Housing and Development Act. Prepare:
- One printed copy. Each form has a serial number you must quote in the resale application.
- Names and NRIC numbers of all sellers and buyers, as on the NRIC.
- Page 1 entries: option date, address, price, option fee and expiry. The option period is 21 calendar days, ending 4pm on the 21st day.
- Clause 6.1(c) for the option exercise fee and Clause 12 for the days within which you and the buyers will submit the resale application.
- Signatures from every owner. A witness may sign, and pages 9 and 10 are optional.
- The true price. HDB says not to make side agreements that inflate or understate it.
Fee limits are in our selling guide. The OTP review checklist helps you read the terms, and cash over valuation covers pricing above HDB's valuation.

Stage 4: the resale application documents
After the buyers exercise the option, each side submits its own portion through My Flat Dashboard. HDB says salespersons can submit for clients through eResale or the Estate Agent Toolkit. The portal lists the documents when you submit. They go in as PDF or JPG, the details must match your Intent to Sell, and a saved draft lasts 2 weeks. Documents HDB lists, where they apply:
- Identity card, or passport for non citizens, and the duplicate lease if one was issued.
- Divorce or separation papers, Power of Attorney or Lasting Power of Attorney, and a Letter of Consent from the Official Assignee.
- If an owner has died: death certificate, Grant of Probate or Letter of Administration, will or inheritance certificate, and a court order sanctioning the sale.
- An official English translation of any paper not in English, Chinese, Malay or Tamil.
The form also asks you to decide four things, so settle them first:
- Solicitor. HDB can act, or you engage private solicitors. HDB says that with a bank loan you must engage private solicitors to redeem it.
- Enhanced Contra Facility. State it if you want your cash proceeds and CPF refund used towards another resale flat.
- Temporary extension of stay. If you have bought another completed property, you can arrange with the buyers to stay up to 3 months after completion.
- Bank account. If HDB acts for you, give it within 3 calendar days of submitting. HDB accepts DBS or POSB, OCBC and UOB accounts.
If you cannot sign personally, a solicitor arranges a Power of Attorney. HDB says the application form, statutory declarations and undertakings must still be signed by you.

Stage 5: after HDB accepts the application
- Flat inspection. HDB checks for unauthorised renovation affecting structure. It is not a valuation. Anything found must be rectified before completion.
- Endorse documents. They appear on My Flat Dashboard about 3 weeks after acceptance and each seller endorses them. If HDB acts they include the sale proceeds computation and, where your spouse is not a co owner, spouse consent.
- Pay fees within the notice period. The cost table is in our selling guide.
- Property tax and service charges. Pay property tax to the end of the year and service and conservancy charges up to completion, and keep the Town Council confirmation.

Stage 6: your completion day bag
HDB lists these for the resale completion appointment. Your completion letter on My Flat Dashboard has the final list.
- Identity cards of all sellers, and the original Option to Purchase, pages 1 to 10.
- The signed Town Council confirmation letter for service charges and property tax.
- The original duplicate lease, if issued, and the full set of keys including duplicates.
- A stop to GIRO for service charges, property tax and utilities.
Vacate before the appointment so the buyers can take possession. You sign the transfer document, hand over keys and apportion property tax with the buyers. HDB says cash proceeds reach your bank account by the next working day and it arranges the CPF refund within 7 to 14 working days. If HDB acts for you, attend in person at HDB Hub. Private solicitors can send a representative. Completion cannot be brought forward.

Frequently asked questions
Does an HDB seller need an HFE letter to sell?
HDB's seller eligibility page lists the minimum occupation period, the EIP and SPR quota, and extra steps for bankruptcy or divorce. It does not list an HFE letter. Your buyers need a valid HFE letter, and you will need one for your own next flat purchase.
Where do I find my outstanding loan and CPF refund amounts?
For an HDB loan, HDB says to check MyHDB Page under My Flat, Purchased Flat, Financial Info. For a bank loan, ask your lender. For the CPF refund, CPF Board says to use the What Happens If section of your Home ownership dashboard, which shows the refund if you sold now.
Can a salesperson register the Intent to Sell for me?
No. HDB says you must register the Intent to Sell personally, even if you have engaged a salesperson. With more than one owner, one owner can register for all. A salesperson can later help with the listing and, through eResale or the Estate Agent Toolkit, with the resale application.
What happens if I get my Intent to Sell details wrong?
HDB says you cannot change the information you provided. You cancel the Intent to Sell and register a new one. Without that, later steps can be blocked and the resale application may be rejected.
