Renting Out HDB to Non Citizens: Quota and Approval Rules

Quick answer: HDB limits how many flats in a neighbourhood and block can be rented to non citizens who are not Malaysian, at 8% of the neighbourhood and 11% of the block. It applies to whole flat rentals only, not bedrooms, and Malaysians are exempt. Only Singapore Citizen owners who have completed the MOP can rent out a whole flat. You can check whether a block still has room on HDB's public quota page, then get HDB approval through MyHDB before the tenancy starts. General information only.

Singapore Permanent Residents and foreigners can rent HDB flats, within a quota that HDB sets. If your tenant is a Singapore Citizen or a Malaysian, none of this applies. If any tenant on a whole flat tenancy is a Singapore Permanent Resident or a foreigner who is not Malaysian, the quota decides whether you can proceed. This page walks through the rule, the check, the approval route and the pass requirements, and then shows how a bedroom rental differs. For the wider HDB rental rules, see HDB rental after MOP and the HDB subletting rules guide.

The quota and who it covers

HDB says the quota aims to prevent the formation of foreigner enclaves in public housing estates. It is set at 8% at the neighbourhood level and 11% at the block level, and applies if any tenant renting the whole flat is a non Malaysian non citizen, meaning a Singapore Permanent Resident or a foreigner. HDB's wording is that Malaysians are not subject to the quota in view of their close cultural and historical similarities with Singaporeans.

When the quota is reached, you can only rent the flat to Singaporeans and Malaysians. Note the trigger is any tenant: one non Malaysian non citizen in a group of Singaporeans brings the quota into play. HDB also states the quota does not apply to the rental of bedrooms.

How to check whether a block has room

HDB runs a public online page called Check Non Citizen Quota for Flat Rental. I opened it on 26 October 2026 without signing in. It asks for these details.

  1. Who you are. Choose flat owner or tenant.
  2. The flat's address. Enter the block number and street name, or the postal code.
  3. Who the tenants are. Choose between all tenants being Singaporeans or Malaysians, and at least one tenant being a non Malaysian non citizen.
  4. Proceed to see the result for that block and its neighbourhood.

Three notes from the page itself matter in practice. First, it will not show blocks that are less than 5 years old from the date of purchase. Second, the proportion of flats rented out to non Malaysian non citizen tenants in the neighbourhood and block is updated on the first day of every month. Third, the information is valid for applications submitted to HDB in the same month. So a result from late October is not a promise for an application in November. Run the check close to the day you apply, and again if you are close to a month end.

Who can rent out the flat

HDB's whole flat eligibility page says Singapore Citizens who have fulfilled the Minimum Occupation Period can rent out their flats. Singapore Permanent Resident owners are not allowed to rent out the whole flat. The MOP is 5 years, or 3 years for a non subsidised flat bought from the open market without a housing grant before 30 August 2010. Owners of Prime and Plus flats are not allowed to rent out the flat even after the 10 year MOP. Because the quota is tied to whole flat rentals, these owner rules sit in front of it: if you are not eligible to let the whole flat, the quota is irrelevant to you.

Which non citizens can be tenants, and the pass rule

HDB allows these tenants: Singapore Citizens, Singapore Permanent Residents, and non citizens legally residing in Singapore who hold Employment Passes, S Passes, Work Permits, Student Passes, Dependant Passes or Long Term Social Visit Passes. The condition owners often miss is that these passes must have a validity period of at least 6 months as at the date of your application. A pass expiring in four months fails, even if the person is otherwise suitable.

Other conditions on HDB's pages include these.

The approval route and what follows

You must obtain HDB's approval before you rent out the flat, through MyHDB or the MyHDB app with Singpass, and an administrative fee of $18 applies per application. Once approved, the approval letter states the rental period. The minimum is 6 months for each tenant per application, and the maximum is 2 years when any tenant is a non Malaysian non citizen, against 3 years if all tenants are Singaporeans or Malaysians. You reapply at each renewal, and HDB treats a renewal as a new application assessed under the policies and regulations then in force. In practice, that suggests re checking the quota before you plan a renewal with a non Malaysian tenant, because the monthly figures move.

After approval you must tell HDB within 7 days of changes such as a tenant moving out or changed tenant particulars, and new tenants need HDB's approval before they move in. If you are overseas, you need an attorney to manage the flat, and the attorney cannot be a tenant. For the minimum period, see minimum rental period rules.

The occupancy caps are 6 for a 3 room flat and 8 for a 4 room or bigger flat, and HDB says the number for 4 room and bigger flats reverts to a maximum of 6 for rental periods extending beyond 31 December 2028. For whole flats, the cap on tenants does not apply when all the tenants are from the same family unit. Bedrooms: the occupant cap applies even if tenants are from the same family.

If the quota is reached

For a whole flat, the rule is plain: only Singaporean or Malaysian tenants. The monthly update means the position can change, but nobody can predict it, so do not plan around a hoped for clearance. If you are eligible and live in a 3 room or bigger flat, a bedroom rental to a non Malaysian non citizen is outside the quota, though it carries its own conditions, including that you keep living in the flat. Whichever route you take, keep to the approval steps: renting out a bedroom without approval is treated by HDB as unauthorised, and it can impose a penalty and compulsory acquisition of the flat. For whole flats, HDB says it takes a very serious view of unauthorised rental and will take action against errant owners.

Frequently asked questions

Does the non citizen quota apply to Malaysian tenants?

No. HDB says Malaysians are not subject to the non citizen quota in view of their close cultural and historical similarities with Singaporeans. The quota applies where any tenant renting the whole flat is a non Malaysian Singapore Permanent Resident or foreigner.

Does the quota apply if I rent out only a bedroom?

No. HDB states the non citizen quota does not apply to the rental of bedrooms. Bedroom rentals still need HDB approval before the tenancy starts, at $9 per bedroom, and the owner must keep living in the flat.

How do I check whether my block has reached the quota?

Use HDB's Check Non Citizen Quota for Flat Rental page. Enter the block and street or postal code and the tenants' citizenship status. HDB updates the figures on the first day of each month, and the result is valid for applications submitted in the same month.

What pass validity do non citizen tenants need?

For passes such as Employment Pass, S Pass, Work Permit, Student Pass, Dependant Pass or Long Term Social Visit Pass, HDB requires a validity of at least 6 months as at the date of the application. Tourists are not allowed as tenants.

How long can I rent to a non Malaysian non citizen?

Each tenant must be rented to for at least 6 months per application. The approval can run up to 2 years if any tenant is a non Malaysian non citizen, against 3 years if all tenants are Singaporeans or Malaysians.
