Can You Rent Out a Room Before MOP if It Is Your Only Flat

You have just moved into your only flat and the Minimum Occupation Period is still years away, but the extra income from a spare room would help. HDB does allow this in many cases, with clear conditions attached. Here is what HDB's own rules actually say, checked against HDB's published eligibility pages for renting out bedrooms and renting out a whole flat.

Safety: The Short Answer

If your flat is a 3 room flat or bigger, you can apply to rent out spare bedrooms before MOP, provided you keep living in the flat throughout the rental period and get HDB's approval before the tenancy starts. Owners of a 1 or 2 room flat cannot rent out any bedroom, at any stage, MOP or not. Owners of a 3Gen flat cannot rent out bedrooms within MOP either. Renting out the whole flat is a separate, later step that only becomes possible once MOP is met, covered further down.

Money: How Many Bedrooms and Tenants You Are Allowed

HDB caps both how many bedrooms you can rent out and how many people can live in the flat in total, counting owners, authorised occupiers and tenants together. A 3 room flat can rent out 1 bedroom, with a maximum of 6 occupants in the whole flat. A 4 room flat or bigger can rent out 2 bedrooms, with a maximum of 8 occupants, though that higher cap is a temporary relaxation that reverts to 6 occupants for rental periods running beyond 31 December 2028, so check the end date on any lease you sign close to that cutoff. Only bedrooms originally built by HDB count, a partitioned room does not qualify.

You apply online through HDB before the tenancy begins, with an administrative fee of 9 dollars per bedroom, and HDB gives its decision immediately. You must also tell HDB within 7 days if a tenant's details change or a tenant moves out, and get fresh approval before any new tenant moves in.

Safety: Who Can Actually Rent the Room From You

Your tenant needs to be a Singapore Citizen, a Singapore Permanent Resident, or a non citizen legally in Singapore holding an Employment Pass, S Pass, Work Permit, Student Pass, Dependant Pass or Long Term Social Visit Pass with at least 6 months of validity left at the time of application. Work Permit holders in the construction, marine or process sectors must specifically be Malaysian. Tourists cannot rent a bedroom, or a flat, under any circumstance.

One point worth being precise about, since it is easy to mix up: the non citizen quota that caps how many non Malaysian non citizen tenants a block or neighbourhood can take does not apply to bedroom rentals at all. HDB states that rule applies only when renting out a whole flat. Your bedroom tenant still has to meet the citizenship and pass conditions above, but the quota itself is not one of the checks for a room.

Common mix up: the non citizen quota is a whole flat rule, not a bedroom rule, so do not turn away an otherwise eligible bedroom tenant because you think a neighbourhood cap applies to them.

Timing: Whole Flat Rental Is a Later, Different Step

Renting out the entire flat is only allowed once you have completed the 5 year MOP, or 3 years if your flat is non subsidised, meaning bought from the open market without a housing grant, and purchased before 30 August 2010. Owners of Prime and Plus flats cannot rent out the whole flat even after fulfilling their own MOP. Only Singapore Citizen owners can rent out a whole flat, Singapore Permanent Resident owners cannot do so at all.

Whole flat rentals are also where the non citizen quota actually applies, set at 8 percent at the neighbourhood level and 11 percent at the block level for non Malaysian non citizen tenants, whether Permanent Resident or foreigner. Malaysians are exempt from this quota. If the quota is reached where your flat sits, you can only rent the whole flat to Singaporeans and Malaysians until it clears, and HDB provides an online checker so you can confirm this before committing to a foreign tenant.

Money: The Application Checklist Before You Apply

Before you submit anything to HDB, confirm your flat type and count how many bedrooms were originally built as bedrooms, since only those qualify. Check your MOP start date against your purchase or transfer date, not the date you moved in, since HDB computes MOP from ownership, not occupation. Have your prospective tenant's documents ready, their pass type and its expiry, since the application will ask for these, and HDB lets you verify a pass or an NRIC online before you commit to a tenancy. Budget for the 9 dollar per bedroom administrative fee, and plan your lease end date around the 31 December 2028 cutoff if you are renting out a second bedroom in a 4 room or bigger flat under the temporary higher occupant cap.

Keep a simple record of who lives in the flat and when each tenancy started and ended. HDB requires you to report a change in a tenant's particulars, or a tenant moving out, within 7 days, and having your own paperwork in order makes that a quick update rather than a scramble.

Timing: Weighing Room Income Now Against Whole Flat Income Later

A spare room typically brings in less than a whole flat would once MOP is met, but it starts earning immediately rather than years from now. For an owner who genuinely needs income sooner rather than later, renting a room while continuing to live in the flat, within HDB's occupant caps, is often the only legal option available before MOP. Once MOP is fulfilled, and assuming the flat is not a Prime or Plus flat, the owner can then compare that ongoing room income against the larger, but less flexible, option of renting out the whole flat and moving elsewhere, factoring in the non citizen quota check at that later point.
