Can You Rent Out a Room Before MOP if It Is Your Only Flat

HDB allows some owners to rent out bedrooms before the Minimum Occupation Period (MOP). This page summarises the conditions on HDB's published eligibility pages, which may change.

Who can rent out

Only Singapore Citizens can rent out an HDB flat. Bedroom rental requires HDB approval. Check HDB's eligibility pages for the conditions that apply to your flat.

Occupancy limits

HDB caps the number of occupants, including owners, authorised occupiers and tenants: 6 for 3 room flats and 8 for 4 room and larger flats. HDB states that the limit of 8 applies until 31 December 2028 and reverts to 6 for rental periods beyond that date.

Tenant eligibility

Tenants may be Singapore Citizens, Singapore Permanent Residents, or non citizens holding an Employment Pass, S Pass, Work Permit, Student's Pass, Dependant's Pass or Long Term Social Visit Pass. Tourists are not allowed as tenants.

Non citizen quota

The non citizen quota applies to whole flat rentals, not to bedroom rentals. For a whole flat, the quota is 8% at the neighbourhood level and 11% at the block level for non Malaysian non citizens. Malaysians are not subject to the quota.

Whole flat rental

Renting out a whole flat is a separate process with its own conditions. Only Singapore Citizens can rent out a whole HDB flat.

Rental period and registration

Rentals must be at least 6 months. HDB states that rental particulars will be updated in its system within 2 days of the approval or registration of the rental.
