Reaching MOP feels like a starting gun. Your phone fills with questions: should I list now, will everyone else list at the same time, am I too late? The honest starting point is that MOP is permission, not a deadline. It makes your flat eligible to sell. It does not oblige you to, and it does not oblige your neighbours to either.
The headline numbers, and what they do and do not say
Two published figures set the scene. Both come from HDB.
| Figure | What HDB says |
|---|---|
| BTO flats reaching MOP | 8,000 in 2025, 13,500 in 2026, 15,000 in 2027, 19,500 in 2028 |
| 3Q 2026 flash Resale Price Index | 202.4, down 0.2% from 2Q 2026, the third consecutive quarterly decline after 0.1% and 0.3% in 1Q and 2Q |
| 3Q 2026 resale transactions | 7,528 recorded as of 29 September 2026, 5.2% higher than 7,157 over the same period last year |

Three cautions before reading anything into them.
- Eligible is not listed. A flat that reaches MOP becomes eligible to sell. Many owners keep living in it. HDB's figure counts eligibility, not listings.
- Different measures. The MOP counts are annual projections for BTO flats. The transaction count is a single quarter of completed resale registrations. Dividing one by the other tells you very little.
- One scale check, with a limit. Spread evenly, 13,500 flats a year is about 3,400 a quarter (my arithmetic, not an HDB figure), against 7,528 resale transactions already recorded in 3Q. That only gives a sense of scale. It is not a forecast of how many will list or when.
HDB's own release also notes that it has not observed a significant increase in prices or in the number of resale flats bought by private property owners since the 15 month wait out period was removed on 28 July 2026. The market is not short of moving parts, which is why a block level view beats a headline.
How to gauge the competition for your own flat
Buyers compare like with like: same town, same flat type, similar age, similar block. So should you. Here is a three step method using public data.
Step 1: Define your cluster
Write down your town, flat type (for example 4 room), the street or the handful of blocks around yours, and the year your lease commenced. That is the set of flats a buyer is likely to line up against yours.
Step 2: Count what has actually changed hands
HDB publishes every registered resale transaction on data.gov.sg, with town, flat type, block, street, storey range, floor area, flat model, lease commence date and price. Filter it to your cluster and count by month. As an illustration of the method (not a statement about your flat), here is what the dataset shows for one cluster.
Worked illustration: 4 room flats in Tampines
For resale transactions registered from October 2025 to September 2026, the dataset shows 902 4 room transactions in Tampines. The monthly count ranged from 50 (November 2025) to 102 (August 2026). Of the 902, 137 were flats with a 2021 lease commence date and 90 with a 2020 lease commence date.
What this does and does not show: it shows how many similar flats sold, and how much that count moves from month to month in one town and flat type. It does not show how many were listed, how long they took to sell, or what will happen next. The dataset is updated by HDB, so a fresh pull will differ.

Step 3: Work out who else is reaching MOP near you
The people most likely to join the market from your cluster are owners whose flats reach MOP around the same time as yours. For BTO flats, HDB says the MOP starts from the day the purchase is legally completed, which for a new flat is when the keys are collected. So the neighbouring projects completed about five years before your target listing date are your pipeline. Our HDB MOP countdown turns a key collection date into a MOP date, and our town guides such as Tampines list the projects reaching MOP in 2026.
A longer MOP also changes the pipeline. HDB lists 5 years for Unclassified and Standard flats, and 10 years for Plus and Prime flats, so a newer Plus or Prime project in your town does not join the same wave.

What changes when many similar flats list at once
None of the following is a forecast. These are general considerations that tend to matter whenever several comparable flats are on offer in the same place and period.
- Buyers can compare more easily. With several near identical flats listed, a buyer can set them side by side. Small differences such as storey, condition, view and asking price get noticed.
- Your price is read against recent sales and live listings. The Intent to Sell step on HDB's portal shows recent transacted prices of nearby flats, and buyers can see the same history. Our valuation tool reads recent data.gov.sg sales for flats like yours.
- Time on market can differ. It may take longer to find the right buyer in a busy cluster, or it may not. It depends on pricing, condition and who is looking. Plan your timeline with some slack instead of assuming a fixed number of weeks.
- The rest of the market still matters. HDB describes transaction volume as broadly stable in 3Q 2026. A busy cluster inside a steady market is a different situation from a busy cluster in a thin one.
When staying put makes sense
Selling is a choice, not a milestone. Staying can be the better call when:
- You have no confirmed next home. HDB itself prompts sellers to plan their next housing when they register an Intent to Sell. Selling first and finding a place later adds pressure.
- The net proceeds do not yet support your plan. After the loan is redeemed and CPF is refunded with accrued interest, the cash you keep can be much smaller than the headline price. Run your own figures in the net proceeds calculator before deciding.
- The flat still suits your household. Schools, commute, family nearby and a monthly cost you are comfortable with are reasons that data cannot weigh for you.
- You can wait without cost to your plans. There is no clock on selling after MOP. Waiting a few months to see a quieter or clearer window is a legitimate option, as long as you accept that nobody can say what the window will look like.
- You might rent out the flat instead. After MOP, renting out the whole flat is possible subject to HDB conditions. See renting out your HDB after MOP.

If you do sell: the HDB timeline in order
| Step | What HDB says |
|---|---|
| 1. Intent to Sell | Register through My Flat Dashboard with Singpass. No fee. You can grant an Option to Purchase only at least 7 days after registering. It is valid for 12 months and must be valid when you grant the OTP and when you submit the resale application. |
| 2. Option to Purchase (OTP) | Use HDB's prescribed OTP. The buyer pays an Option Fee of between $1 and $1,000, and an Option Exercise Fee which, with the Option Fee, does not exceed $5,000. The Option runs 21 calendar days. |
| 3. Resale application | After the buyer exercises, you and the buyer each submit your part. The second party must submit within 7 calendar days of the first. |
| 4. Acceptance and completion | HDB's acceptance starts about 8 weeks of processing, during which you endorse documents and pay fees online, leading to completion. |

Frequently asked questions
Can I sell my HDB flat the day I hit MOP?
Once you have met the Minimum Occupation Period you can start the sale process, but there is a sequence. You register an Intent to Sell on My Flat Dashboard, and HDB states that you can only grant an Option to Purchase at least 7 days after that. For a Standard flat bought from HDB the MOP is 5 years; for Plus and Prime flats it is 10 years. You can check your own status on MyHDB Page. HDB makes the final eligibility decision when it receives the resale application.
Does hitting MOP mean I should sell?
No. MOP only means you are allowed to sell. Whether you should depends on your next housing plan, your net proceeds after loan repayment and CPF refund, and your timeline. Plenty of owners stay well past MOP. This article gives general information, not advice on your decision.
How do I tell how many similar flats might be listed near me?
Start with the HDB resale transactions dataset on data.gov.sg, filtered to your town, flat type and nearby blocks, to see how many similar flats changed hands recently. Then look at which neighbouring projects were completed about five years ago, since those owners are the ones reaching MOP. The data shows past sales and eligibility timing, not who will actually list, so treat it as context rather than a forecast.
How many HDB flats reach MOP in 2026?
HDB states that BTO flats reaching their MOP are rising from 8,000 units in 2025 to 13,500 in 2026, 15,000 in 2027 and 19,500 in 2028. These are HDB's projected figures for BTO flats. Reaching MOP makes a flat eligible to sell; it does not mean the owner will list it.
How long does an HDB resale take after I find a buyer?
Per HDB, the Option to Purchase runs for 21 calendar days, the buyer and seller each submit their part of the resale application within 7 calendar days of each other, and after HDB accepts the application it takes about 8 weeks to process and complete. Allow for your Intent to Sell and the 7 day cooling off period before you start.
