What is the minimum rental period and tenant limit for a private home?

By · CEA R073319H · Published 3 Nov 2026 · Last reviewed 3 November 2026

Quick answer: For a private residential property, URA requires every occupant to stay a minimum of 3 consecutive months, so daily or weekly short term rentals are not allowed. Properties smaller than 90 sqm are capped at 6 unrelated occupants. From 22 January 2024 to 31 December 2028, a temporary relaxation lets properties of at least 90 sqm house up to 8 individuals, if the owner registers and pays a $20 fee.

Rates and thresholds change. The current figures are kept in one place: the Singapore property rules reference.

What are the rules in one table?

Private residential rental rules, from URA.
RuleWhat URA says
Minimum stayAll occupants must fulfil a minimum stay of 3 consecutive months
Short term accommodationNot allowed, for example renting on a daily or weekly basis
Occupancy cap, under 90 sqm6 unrelated persons per property
Occupancy cap, 90 sqm or more, from 22 Jan 2024 to 31 Dec 2028Up to 8 individuals, if the owner registers and pays the $20 fee
Registering tenantsNot necessary with URA for private properties

Who counts towards the cap?

The cap is on unrelated persons, meaning anyone who is not part of the same family unit. Domestic helpers are treated as part of the same family unit. The cap also applies to tenants who sublet, and the property owner must make sure the tenants follow the rules. Owners can be liable for infringements at their properties.

Illustration: a 75 sqm unit is limited to 6 unrelated persons, and the relaxation does not help because the unit is under 90 sqm. A 105 sqm unit can host up to 8 individuals, but only after the owner registers. Without that registration the 6 person cap applies.

Conditions for the higher cap of 8

URA says the registration is cancelled and the authorisation ceases if more than 8 individuals live there or if the extra occupancy creates serious nuisance, and further enforcement may follow.

What about registering tenants, and HDB flats?

URA says it is not necessary to register the names of occupants with URA for private properties, but owners should check whether their MCST by laws require it. Registration of foreign workers' residential addresses is handled by the Ministry of Manpower. HDB flats follow HDB's own tenancy rules instead. See renting out an HDB flat or a room for those.
