What is the minimum occupation period for an Executive Condominium?

By · CEA R073319H · Published 3 Nov 2026 · Last reviewed 3 November 2026

Quick answer: The Executive Condominium minimum occupation period (MOP) is 5 years, counted from the date of the Temporary Occupation Permit (TOP). For EC projects where the land sales tender closed on or after 8 May 2026, it is 10 years. During the MOP you cannot sell the unit on the open market, rent out the whole unit, or invest in private residential property. Rooms can be rented out, with registration.

Rates and thresholds change. The current figures are kept in one place: the Singapore property rules reference.

Which MOP applies to my EC?

It depends on when the developer's land sales tender closed, not on when you bought. HDB says EC units in projects where the land sales tender closed on or after 8 May 2026 can only be sold on the open market after a 10 year MOP. For EC units in other projects, the MOP is 5 years. In both cases the MOP is computed from the TOP date, not from key collection.

What can and cannot you do during the MOP?

If you own an HDB flat when you buy the EC from the developer, you or anyone listed must dispose of any interest in an HDB flat within 6 months from key collection of the EC.

Worked example with dates

These dates are invented to show the arithmetic. An EC with a 5 year MOP and a TOP date in March 2030 reaches its MOP in March 2035. From then the owner may sell on the open market or rent out the whole unit, and buyers must be Singapore citizens or PRs until March 2040, after which anyone may buy.

An EC from a project whose land tender closed after 8 May 2026 and that receives TOP in March 2032 reaches its 10 year MOP in March 2042. Resale buyers are limited to citizens and PRs until March 2047. Always check the actual TOP date of your project on HDB's list of EC TOP dates.

What changes once the MOP is over?

HDB treats resale EC units that have met the MOP as private residential property. The sale is completed by solicitors, no CPF housing grant applies to the buyer, and second timers are not required to pay a resale levy when buying an EC that has met the MOP on the open market. The EC new rules guide explains the 10 year MOP change in more depth.
