What does the Request for Value do?
The Request for Value determines the value that forms the basis for your CPF usage and the reference for your housing loan amount, from HDB or from a bank, unless the bank advises otherwise. If you pay for the flat with cash only, meaning no CPF and no housing loan, you do not need to submit one. If a valuation is needed, an appointed valuer contacts the seller to arrange an inspection of the flat.
What is the timeline from Option Date to exercise?
The clock that matters is the Option Period, which HDB sets at 21 calendar days from the Option Date, counting Saturdays, Sundays and public holidays. Everything below has to fit inside it.
| Step | What happens and when |
|---|---|
| Seller grants the OTP | The Option Date. The 21 calendar day Option Period starts. |
| Submit the Request for Value | By the next working day after the Option Date, through My Flat Dashboard, with a scanned page 1 of the OTP. The fee is $120 including GST. |
| Outcome available | HDB emails you when it is in My Flat Dashboard, typically within 10 working days of the request. |
| Exercise the OTP | Only after the outcome is available, and still within the Option Period. |
| Resale application | The buyers' and sellers' portions must both be submitted within 3 months of the outcome, or you file a new Request for Value. |
Worked example: how tight is the window?
Suppose you submit the request one day after the Option Date and the outcome arrives after 10 working days. Ten working days is about two calendar weeks, so the outcome lands around day 15 or 16 of a 21 day Option Period. That can leave you about a week to confirm your loan, your CPF usage and your decision to exercise. This is an illustration of the stated timeline, not a promise, because HDB says only that the outcome is typically available within 10 working days.
It is why the groundwork comes first. For a resale flat you must already hold a valid HDB Flat Eligibility letter before you obtain the OTP, and you need to have your financing mode decided. The HFE letter answer covers the letter.
Who can submit it, and what if the value differs from the price?
You submit it yourself in My Flat Dashboard after confirming your mode of financing. If you use a salesperson, they may submit it for you through HDB's resale channels. The value is the figure HDB uses for CPF usage and the loan reference, so a price above that value creates a gap to plan for. That gap is called cash over valuation. Read what cash over valuation is and who pays it, and ask your bank how it treats the gap for your loan.

Frequently asked questions
Do I need a Request for Value if I am paying cash?
No. HDB says that if you use cash only, with no CPF usage and no housing loan, you do not need to submit a Request for Value.
How much does a Request for Value cost?
$120 including GST, paid to HDB when you submit it.
How long does the outcome take?
HDB says it is typically available within 10 working days from the date of your request, and you are told by email when it is in My Flat Dashboard.
How long is the outcome valid?
3 months from the day it is made available in My Flat Dashboard. Both the buyer and seller portions of the resale application must be submitted in that period, otherwise you need a new Request for Value for the same transaction.
Can I exercise the OTP before the outcome arrives?
No. HDB says you have to wait for the outcome of the Request for Value before you may exercise the OTP during the Option Period.
