How does the HFE letter work and how long does it take?

Quick answer: The HDB Flat Eligibility (HFE) letter confirms three things at once: whether you can buy, what CPF housing grants you qualify for, and how much HDB will lend you. Processing takes about 21 working days, the letter is valid for 9 months, and resale sellers cannot grant you an Option to Purchase without one.

Most buyers start by browsing flats. HDB wants you to start with the HFE letter instead, and for a resale purchase it is not optional, it is the gate before everything else.

Quotable: As of August 2026, HDB indicates HFE letter processing takes up to about 21 working days, and the letter is valid for 9 months (HDB).

What one HFE application actually covers

The HFE letter folds three previously separate checks into a single application through the HDB Flat Portal, using Singpass and MyInfo: your eligibility to buy a new or resale HDB flat, your eligibility for CPF housing grants, and an HDB housing loan eligibility assessment. It does not lock you into an HDB loan, it simply tells you where you stand if you want one.

When to apply, and the two numbers that matter

Apply before you go flat hunting in earnest. HDB indicates processing takes up to about 21 working days, longer during peak periods such as a BTO sales exercise, and the letter is valid for 9 months from issue with no extensions. Apply too late and you lose search time; apply too early and it may lapse before you commit.

Why it now comes before the OTP for resale

For a resale flat, HDB requires a valid HFE letter before a seller can grant you the Option to Purchase, and again when you submit the resale application. Under the older process buyers often secured an OTP first and sorted eligibility afterward; that order no longer works. A seller with other interested buyers has little reason to wait around three weeks for you to catch up.

What commonly delays or rejects an application

Incomplete or inconsistent income documentation is the most common and avoidable cause of delay, and it restarts the processing clock. Household income above the ceiling for your target flat type or grants is a structural issue, not a paperwork fix. Undeclared local or overseas private property interest also affects both eligibility and grant entitlement, and is best surfaced honestly at this stage.

Frequently asked questions

How long is an HDB HFE letter valid for?

An HFE letter is valid for 9 months from the date of issue and HDB does not extend it. If it lapses before you submit a flat application, you apply for a fresh letter, so time your application against how long your search is likely to run.

Do I need an HFE letter before I get the Option to Purchase for a resale flat?

Yes. For a resale purchase, HDB requires a valid HFE letter before you obtain the Option to Purchase from the seller, and again when you submit the resale application. The letter sits before the OTP, not after it.

What does the HFE letter actually cover?

It is a single assessment combining your eligibility to buy a new or resale HDB flat, your eligibility for CPF housing grants, and an HDB housing loan eligibility assessment, one application, one holistic view of what you can buy, what grants you may get, and how much HDB will lend.
