Can I rent out my whole flat during MOP?

Quick answer: No. Subletting the whole flat is not allowed until you have completed your Minimum Occupation Period, 5 years for a Standard flat, 10 years for a Plus or Prime flat, and even then you need explicit HDB approval. This is different from renting out a spare room, which has its own rule set, but room subletting also only opens up once MOP is complete.

Why MOP blocks whole flat subletting

The Minimum Occupation Period exists specifically to ensure owner occupation of a subsidised flat before it can be treated as an investment asset, whether that means selling it or renting it out entirely. What counts as whole flat subletting versus room subletting

Whole flat subletting means the owner moves out entirely and tenants occupy the flat in their place. Room subletting means the owner continues to live in the flat and rents out one or more spare rooms. Both categories exist as distinct pathways under HDB's subletting rules, but both share the same starting condition, MOP must be completed first. There is no separate, earlier window that opens up for rooms only.
