Quick answer: URA's final data for the third quarter of 2026, released on 23 October 2026, show the private residential price index up 1.4% quarter on quarter, from 0.5% in Q2. Landed homes rose 2.9% and non-landed homes 1.0%. Within non-landed, the outside central region (OCR) rose 2.3%, the core central region (CCR) 0.3%, and the rest of central region (RCR) was unchanged. At the same time, developers sold 1,183 new homes excluding ECs, against 2,141 in Q2. General information only, sources at the end.

Two headlines about the same quarter seem to point in opposite directions. Private home prices rose 1.4% in the third quarter of 2026. Yet developers sold 1,183 new homes, against 2,141 in the quarter before.

This page walks through URA's final Q3 data and explains how both can be true. It covers where the gains were, why the OCR led, what thin new sales and higher vacancy add to the picture, and the HDB resale backdrop. For the earlier slowdown to 0.5%, see the Q2 article, which this page does not repeat. Nothing here is a forecast or advice on a purchase or sale.

What the final Q3 numbers say

URA's release shows the overall index up 1.4%, the landed index up 2.9% and the non-landed index up 1.0%. The table sets each segment against Q2, so you can see which ones changed direction.

SegmentQ3 2026Q2 2026
All private homesUp 1.4%Up 0.5%
LandedUp 2.9%Up 2.5%
Non-landedUp 1.0%Down 0.1%
Core central region (CCR)Up 0.3%Up 1.8%
Rest of central region (RCR)UnchangedDown 1.2%
Outside central region (OCR)Up 2.3%Down 0.1%

Two things stand out. First, non-landed prices moved from a small fall to a gain. Second, the CCR slowed sharply while the OCR swung by about 2.4 percentage points. URA also notes the index rose an average of 0.9% a quarter across the first three quarters of 2026.

The flash estimate on 1 October had the overall index at 1.4% too, but it showed the CCR down 0.1% and the RCR up 0.2%. The final figures revised both. That is a reminder to use final data when you compare regions.

Why the outside central region led

The OCR went from a 0.1% fall in Q2 to a 2.3% rise in Q3, the biggest swing of any region. Its rental index moved the same way, up 3.1% after a 0.3% fall in Q2, while the CCR rental index fell 0.3%.

Analysts offer partial explanations. Huttons, quoted by EdgeProp, attributed part of the OCR gain to higher price benchmarks set by new launches. The same report says Huttons estimates OCR private housing demand fell 39.2%, partly on affordability concerns.

Read together, that is worth pausing on. A price index can rise while the number of buyers falls, especially when a few high priced launches reset the reference points. It does not tell you that every OCR project rose 2.3%. If you want the framework behind the three regions, the CCR, RCR and OCR guide explains what each covers.

How prices rose while new sales fell

A price index and a sales count measure different things. The index tracks how prices moved. The count tells you how many deals happened. URA reports that developers launched 1,140 new units in Q3, down from 1,783 in Q2, and sold 1,183, down from 2,141. No Executive Condominiums were launched, and EC sales were 68 units, against 175 in Q2.

Huttons estimated about 1,100 new home sales for the quarter, which it called the lowest third quarter since 1998. The estimate is Huttons' own and EdgeProp attributes it that way. Huttons linked the drop to limited launches, noting that developer sales are led by supply, and said uncertainty over the US and Iran truce led some buyers to delay purchases.

The resale market held steady. URA counted 3,801 resale transactions, almost level with 3,813 in Q2, and resales made up 73.9% of all sale transactions, up from 62.0%. Sub-sales were 162. So the swing in volume came from new sales, not resales.

Supply, vacancy and rents: what the price index hides

The price index is only one part of what URA published. The supply and rental figures add context, and they point in more than one direction.

For an investor, the useful point is that rising rents and rising vacancy arrived together. Completed stock grew by 3,491 units while occupied stock fell by 305. A headline rental index tells you about the rent on homes that were let, not how easily a new unit finds a tenant. If you are weighing a rental yield, the landed and condo rent comparison shows how the segments differ.

Landed homes rose the most

The landed index rose 2.9% in Q3, after 2.5% in Q2, the strongest of any segment. URA reports landed and non-landed separately because they are different markets with different buyers, so the landed result does not carry over to a condo.

URA's release reports the landed figure without giving a reason, and I have not found an official explanation. Treat it as a data point, not a signal about what comes next.

The HDB resale backdrop

HDB resale prices moved the other way, though only slightly. HDB's flash estimate on 1 October showed the Resale Price Index down 0.2% quarter on quarter, the third straight quarterly fall, as reported by EdgeProp. EdgeProp's later report on HDB's 23 October data gave the Q3 fall as 0.1%, after 0.3% in Q2, and reported 7,645 resale flats sold.

For readers weighing a move from HDB to private, the gap in direction matters less than the gap in your own numbers. A 0.1% or 0.2% move in the HDB index is small. The HDB to condo affordability guide sets out how the cash and CPF numbers work for an upgrade.

What this means for upgraders, sellers and buyers

These are market wide figures. They are questions to ask, not a recommendation.

If you are an HDB upgrader

Private prices rose while HDB resale prices dipped, so check your own flat's recent transactions rather than the index. Ask what a realistic valuation is, how much CPF you must refund, and whether your income meets the mortgage stress test (TDSR) at the price you are looking at.

If you own a condo

A region level number is not your project's number. The OCR index rose 2.3% while the RCR was unchanged, so two owners in different regions saw very different quarters. Check recent caveats in your own development, and note that about 20,300 unsold units with planning approval and 12,508 more without it were still waiting at the end of Q3.

If you are buying

Fewer new launches meant fewer choices on the developer route, and resales made up 73.9% of sale transactions. The new launch versus resale comparison sets out the trade offs. If you plan to rent the unit out, look at the vacancy rate for the region as well as the rental index.

Common ways to misread this quarter

As an investor, I read four numbers together: the price index by region, the sales volume, the vacancy rate and the pipeline of homes about to complete. This quarter, the first was strong, the second weak, and the last two pointed to more supply. That mix is why the headlines do not agree.

Frequently asked questions

How much did private home prices rise in Q3 2026?

URA's final data show the private residential price index rose 1.4% quarter on quarter in the third quarter of 2026, up from 0.5% in the second quarter. Landed homes rose 2.9% and non-landed homes rose 1.0%.

Why did the outside central region lead?

URA reports the OCR index up 2.3% in Q3, against a 0.1% fall in Q2, while the CCR rose 0.3% and the RCR was unchanged. Huttons, quoted by EdgeProp, attributed part of the OCR gain to higher price benchmarks set by new launches, and estimated that OCR demand fell 39.2%.

Were new home sales really the weakest in decades?

URA reports developers sold 1,183 new private homes excluding ECs in Q3, against 2,141 in Q2. Huttons estimated about 1,100 units and called it the lowest third quarter since 1998, as reported by EdgeProp. That comparison is Huttons' estimate, not a URA statistic.

If new sales fell, why did prices still rise?

A price index tracks how prices moved on the deals that happened, while sales counts how many deals there were. URA reported resale transactions steady at 3,801 and new sales down, so the quarter's price change came from a smaller, different mix of deals. One quarter does not show a trend.

What did the HDB resale market do in the same quarter?

HDB's flash estimate on 1 October showed the Resale Price Index down 0.2%, the third straight quarterly fall, as reported by EdgeProp. EdgeProp's report on HDB's 23 October data gave the fall as 0.1%. Both are small moves.

Does this tell me whether to buy or sell now?

No. These are market wide figures for one quarter. Your own decision depends on your project or flat, your finances and your timeline, so check recent transactions for your own property and speak to a qualified professional.
