In short: A neutral explainer of the steps, the consent thresholds today, and what to check, without predicting any outcome.

An en bloc sale is when all the owners of a condominium agree to sell the whole development to a buyer, usually a developer. Each owner receives a share of the sale proceeds. This guide explains the steps. It does not predict whether any particular development will sell.

The basic steps

  1. Owners decide to explore a sale. This can start with a group of owners, a fund or a developer that approaches the owners.
  2. A sales committee is formed. The committee is usually small and represents the owners.
  3. A consultant or lawyer is appointed. They run the process and the tender.
  4. Owners vote and sign. The sale needs the consent threshold set by the law for the development's age.
  5. The sale goes to tender. Buyers bid, and the owners choose an offer.
  6. If not everyone signs, the court steps in. The committee can apply to the Strata Titles Board or the High Court for a sale order. Owners who oppose the sale can be heard in those proceedings.

Under the rules in force, the consent needed depends on the age of the development. A commonly quoted rule is 80% of owners for developments 10 years or older, and 90% for developments under 10 years. Owners are counted by both share value and strata area, so check the exact test with a lawyer.

Proposed changes in 2026

A bill to lower the thresholds for older developments has been discussed. Its status is not confirmed in this draft. Do not treat the proposed figures as the law until the Ministry of Law or Parliament records confirm them.
