The URA Master Plan is Singapore's statutory land use plan, reviewed roughly every five years, and it sets out the permitted use, maximum plot ratio, and building height controls for every plot in the country, shown on the interactive Master Plan map on URA's website. A site zoned Residential generally only permits residential use, plus some limited ancillary uses, while Commercial, Business, and other zones each carry their own distinct rules. Changing the permitted use of a site, or rezoning it, requires planning permission from URA, and it is not something an individual property owner can simply decide to do on their own.
Plot ratio is directly tied to zoning, and it caps how much gross floor area a redevelopment on that site could eventually contain, which in turn shapes both the intensity of future development nearby and, for older developments, en bloc redevelopment potential. What commonly surprises buyers is that a site zoned White, or with another flexible use designation, permits a broader range of use than a plain residential zone, which can matter a great deal for what eventually gets built nearby. A quiet residential street backing onto a plot zoned for business or commercial use can see a very different kind of neighbour appear once that plot is eventually redeveloped, even though today it might look like ordinary landed housing on both sides. What is already built today under an older zoning designation is also not a reliable guide to what a nearby, currently underbuilt plot can become once redeveloped under the current Master Plan, so relying purely on how a neighbourhood currently looks can be misleading. Rezoning proposals surfaced during a Master Plan review, or an interim Draft Master Plan consultation, can also signal a change to a site's future potential years before anything visible happens on the ground.
Before buying, look up the specific plot and its immediate surroundings on the URA Master Plan portal for the current zoning and plot ratio, rather than relying solely on an agent's description of the neighbourhood, and pay attention to any nearby sites zoned for uses that could change traffic, noise, or view corridors around your unit in future.
