What is GLS? Government Land Sales, GLS, is how the state releases residential sites to developers, on a Confirmed List, released regardless of developer interest, and a Reserve List, triggered only when a developer commits to a minimum bid. GLS volume is calibrated against demand and is the main lever for future private housing supply.

MND uses the GLS programme to manage how much new private housing land reaches the market and when. Confirmed List sites go up for tender on a set schedule regardless of whether a developer has expressed interest, while Reserve List sites only come up for tender once a developer applies with a bid the state finds acceptable, letting supply respond more closely to actual demand.

GLS volume feeds directly into future new launch supply and, over a longer horizon, into en-bloc appetite. The aggressive GLS supply released in 2022 to 2024 kept developer land banks well stocked, which dampened developer interest in bidding for older en-bloc sites over that period. As GLS volume moderates, developer appetite for alternative land sources, including en-bloc, typically increases again.

For a buyer or owner tracking supply pressure in a district, the GLS pipeline is a leading indicator worth watching alongside completed launch data and resale transaction volumes in the same area.
