Policy changes that affect buyers usually show up as a seller side effect too, and this is a clean example: nothing about how you sell changed, but who is now free to buy from you did.
What the rule used to require
Since September 2022, any private property owner or former private property owner had to wait 15 months from their private sale before buying a non subsidised HDB resale flat, regardless of age or flat size. The rule existed to slow cash rich private owners crowding into a resale market that was running hot at the time.
What changed on 28 July 2026
That wait is gone, effective immediately from the announcement. Eligible private property owners and former private property owners can now buy a non subsidised HDB resale flat of any size, at any age, without waiting out any period, provided the purchase is not financed with an HDB housing loan.
Why this matters if you are selling
Right sizers and retirees who sold a private property, and any private owner already sitting out part of the old 15 month clock, can now transact today instead of waiting. That widens your pool of eligible buyers with immediate purchasing power the moment the rule took effect. This is a mechanics change, not a price signal, this site does not forecast what it does to demand or prices in any particular estate.
What did not change
- No HDB loan. Private property owners and former private property owners still cannot finance the purchase with an HDB housing loan, cash or bank loan only.
- ABSD is unaffected. Additional Buyer Stamp Duty on any private property purchase follows the existing rules exactly as before.
- MOP is unaffected. The buyer's own Minimum Occupation Period, once they own the resale flat, is unchanged.
- Every other resale eligibility rule stands. This removed one waiting rule, nothing about citizenship eligibility or any other resale condition.

Is the 15 month wait out period still in force?

Does removing the wait out period also remove ABSD?
No. Additional Buyer Stamp Duty, MOP rules and every other HDB resale eligibility condition are unaffected. Only the 15 month waiting rule itself was removed.
