Sell HDB, Buy Condo: The Timeline, and How the ABSD Rules Affect the Order

Published: 19 October 2026 ยท By Winfred Quek, Crestbrick Pte Ltd

Plenty of Singapore households are asking the same question this month: should I sell my HDB and buy a condo, and in what order? The answer depends less on opinion than on a calendar. HDB runs on fixed steps, a condo purchase runs on a contract, and the Additional Buyer's Stamp Duty (ABSD) is decided by how many homes you own on the day you buy. This piece is the timeline. For the strategy comparison, read our guides on selling HDB first or buying the condo first and sell first or buy first.

The short version: the HDB side has a few hard dates (an Intent to Sell at least 7 days before the option, a 21 day option, completion about 8 weeks after HDB accepts the resale application). The ABSD side has one hard window: for a married couple claiming remission, the first property must be sold within 6 months. Put the two calendars side by side before you commit to either.

Why timing matters now

The gap between the two markets has been widening. URA's 3Q26 flash estimate has the private property index up 1.4% quarter on quarter, while the HDB resale price index dipped 0.2% to 202.4 in the same quarter, its third straight quarterly dip. Financing has also turned up from the lows: in October HSBC and Citi raised their 1.40% condo fixed packages to 1.80% and 1.90% respectively, and the 3 month compounded SORA has moved from about 1.05% in mid 2026 to about 1.24% in mid October. Those are observations, not predictions, but they make it worth knowing how long each step really takes. Our note on why HDB resale and private prices are moving apart covers the data.

The timeline, step by step

The table sets out the HDB side and the condo side. HDB durations come from HDB. The condo durations depend on your contract and whether you buy resale or new launch, so they are labelled illustrative.

StepWhat happensTypical duration
HDB 1. Intent to SellSeller registers on the HDB Flat Portal. It must be registered at least 7 days before granting an option, and stay valid until the resale application. At least 7 days before the option; valid for 12 months
HDB 2. Buyer's HFE letterYour buyer needs a valid HDB Flat Eligibility letter before an option can be granted.Buyer's task; ask early
HDB 3. Option to PurchaseYou grant the buyer an option on HDB's form.Valid 21 calendar days
HDB 4. Exercise and resale applicationOnce the buyer exercises, the sale is a binding contract. Buyer and seller then file the resale application on the portal.Within the 21 day option period, then filing
HDB 5. CompletionYou hand over the flat, settle payments and CPF refund.About 8 weeks after HDB accepts the application
Condo A. Option or bookingIllustrative: a resale condo option or a new launch booking.Illustrative: days to a few weeks
Condo B. Exercise or sign the sale agreementIllustrative: ABSD and stamp duty become payable around this point.Illustrative: about 2 to 3 weeks after the option
Condo C. CompletionIllustrative: a resale condo often completes in 8 to 12 weeks; a new launch completes years later, at TOP.Illustrative: set by your contract

Added up, the HDB route from agreeing a price to completion is roughly 3 to 4 months: up to 21 days for the option, HDB accepting a complete resale application within 28 working days, then about 8 weeks to completion. Add time to find a buyer and the 7 day Intent to Sell lead time; that is a planning estimate from the published steps, not a promise.

How ABSD applies, and the remission for couples

IRAS charges ABSD on the higher of purchase price or market value, based on the buyer's profile and the number of residential properties owned. For a Singapore citizen, the first residential property has no ABSD, the second is 20% and the third and subsequent are 30%. For a Singapore PR, the first is 5% and the second is 30%. The key point for upgraders: the second property rate is triggered if you still own your HDB flat when you buy the condo.

Path A: sell the HDB first

If the HDB flat is no longer counted as yours on the condo purchase date, the condo is your first residential property for ABSD purposes. IRAS's ABSD guidance says a property drops out of the seller's count once there is a contract to sell it and the buyer has exercised the option, even before completion. The cost is logistics: you may need somewhere to live between handover and condo completion, and you may have sold before finding the right condo. How your own sale dates line up with the purchase date is a point to confirm with your lawyer.

Path B: buy the condo first

If you buy the condo while you still own the flat, ABSD at the second property rate is payable on the condo. IRAS provides a remission for married couples, and the conditions are specific. As IRAS states them:

The purchase date is the option acceptance date, the sale and purchase agreement date, or the transfer date, in that order of availability. A refund application is to be made within 6 months after the sale date of the first property. Where the buyers declare their intent to sell and claim the refund in the stamping form (for stamping submitted on or after 2 July 2023), IRAS refunds automatically within 6 weeks of stamping the first property's sale. The remission is a refund, so the ABSD cash is still due up front. On an illustrative S$1.5 million purchase, 20% is S$300,000 paid first and refunded later only if every condition is met.

Check the rule applies to you: these conditions are for married couples. Confirm your case with IRAS or your lawyer before relying on the remission.

Frequently asked questions

Should I sell my HDB and buy a condo?

That is a personal decision this article cannot make for you. What it can do is lay out the sequence and the ABSD rules so you can review the options with your agent and banker against your own cash, loan and timeline.

How long does it take to sell an HDB flat?

The option is valid for 21 calendar days, and HDB states that resale completion is about 8 weeks after it accepts the resale application. HDB aims to accept a complete resale application within 28 working days. Allow extra time to find a buyer, and at least 7 days between registering the Intent to Sell and granting an option.

Do I pay ABSD if I sell the HDB first?

ABSD depends on the residential properties owned on the purchase date. A Singapore citizen buying a first residential property pays no ABSD. IRAS says a sold property drops out of the count once the buyer has exercised the option, even before completion, but confirm your own dates with your lawyer.

What is the ABSD remission for married couples?

IRAS allows a refund of ABSD on a second residential property for a married couple, including a Singapore citizen, who buy jointly and sell their first property within 6 months, subject to the other conditions IRAS lists. IRAS does not extend the timeline for market conditions or personal circumstances.

When does the 6 month period start?

For a completed property, from the purchase date. For an uncompleted property, from the TOP or CSC date, whichever is earlier, per IRAS.

Can I avoid ABSD by timing the purchase?

ABSD is a tax that applies according to the rules. The sequencing question is simply which rate applies to you and whether you qualify for the remission IRAS offers. Follow the published conditions and confirm your case with IRAS or your lawyer.
