HDB Dipped, Condos Rose: The HDB and Private Housing Decoupling

Published: 19 October 2026 · By Winfred Quek, Crestbrick Pte Ltd

In the third quarter of 2026, private home prices rose 1.4% quarter on quarter while HDB resale prices eased 0.2%. That is the HDB and private housing decoupling in one line. If you own a flat and are thinking about a condo, the gap between what you sell and what you buy got a little wider again.

The short version: HDB resale prices have now dipped three quarters in a row, about 0.6% lower over the first nine months of 2026. Private prices went the other way. These are flash estimates, and the dips are small, but the direction matters if you are planning an upgrade.

The headline numbers

HDB Resale Price Index, 3Q26 flash, quarter on quarter
Down 0.2%

The HDB Resale Price Index moved from 203.6 in the fourth quarter of 2025 to a flash estimate of 202.4 in the third quarter of 2026. The first dip came in 1Q26 at about 0.1%, the first fall since 2Q19. The second was about 0.3% in 2Q26, and the third, released on 1 October, was 0.2%. Over the first nine months of 2026 that adds up to roughly 0.6% lower. This third dip was smaller than the one before it.

On the private side, URA's flash estimate shows the overall index up 1.4%, after 0.5% in the second quarter. Non landed homes rose 0.9%, reversing a 0.1% dip in 2Q. Landed homes rose 2.8%, after 2.5% in 2Q. URA's full statistics are due on 23 October 2026, so the final figures may differ slightly from the flash.

In plain English: the flat you sell is flat to slightly lower, and the condo you may want to buy is still creeping up. Upgraders feel that gap in their cash and CPF.

Why the gap is widening

No single cause explains it. Three things line up, and each is worth understanding on its own.

1. More flats are reaching MOP

The number of HDB flats reaching the 5 year Minimum Occupation Period was 6,973 in 2025. Figures put it at about 13,480 in 2026, up about 93%, and a secondary source puts 2027 at about 18,939. Definitions vary by source, and one estimate puts 2026 higher at 18,425 if 2021 completions are included. Not every MOP flat gets listed, but a bigger pool of eligible sellers gives buyers more choice. Analysts also link the softer prices to supply from BTO and the Sale of Balance Flats exercise. You can see where MOP flats cluster on our MOP town pages.

2. Private homes held up

The landed and non landed numbers above show private demand has not softened the way HDB has. New private sale volume was reported at about 1,082 in 3Q against 2,141 in 2Q (CBRE, as reported in the press), so fewer new units changed hands, yet the price index still rose. That tells you price and volume do not always move together.

3. Rates have turned up from the low

The 3 month compounded SORA was around 1.05% in mid 2026 and had reached about 1.24% by mid October. In October 2026, HSBC and Citi raised their 1.40% condo fixed packages to 1.80% and 1.90% respectively, leaving the lowest condo fixed rate at about 1.70%. The US Federal Reserve raised its target range to 3.75% to 4.00% on 16 September, its first hike since 2023. Higher rates tend to weigh on buyers who depend on a bigger loan, and an upgrader taking a condo loan is exactly that buyer. For more on timing a refinance, see our note on the SORA refinance window.

What it means in dollars (illustrative only)

Illustrative example only. The flat and condo prices below are made up to show the arithmetic. They are not real transactions, not a valuation of any home, and not a forecast. The quarterly changes are the index moves reported above, applied as if they hit these two prices exactly, which real homes will not do.

Take an upgrader with a flat worth S$650,000 who is eyeing a condo at S$1,600,000. The gap at the start of the quarter is S$950,000. Now apply the quarter's index moves.

ItemStart of quarterChangeAfter one quarter
Flat (HDB, 0.2% dip)S$650,000S$650,000 × 0.2% = S$1,300 lowerS$648,700
Condo (private, 1.4% rise)S$1,600,000S$1,600,000 × 1.4% = S$22,400 higherS$1,622,400
GapS$950,000S$1,300 + S$22,400 = S$23,700S$973,700

So in this example the gap widened by about S$23,700 in a single quarter. That is the combined effect of S$1,300 less on the flat and S$22,400 more on the condo. If the same trend continued for another quarter, the gap could widen again, but that is an "if", not a forecast. Index moves can reverse, and your own flat and your target condo will not track an index.

The other side of the story

It would be wrong to read the numbers as a one way story. Here is what cuts against the decoupling headline.

Who this matters for

It matters most if you are an HDB owner past or close to MOP who is thinking about a condo within the next year or two. For that group, the question is less "will HDB fall" and more "how much room is there between my sale proceeds and my target purchase, and how does my loan hold up at today's rates?"

If that is you, two guides are worth reading first. Sell HDB first, buy condo second walks through that order, and sell first or buy first compares the two sequences. For the affordability side, see HDB to condo upgrade affordability.

It may not suit everyone. If the gap between your flat and your target condo is already stretching your budget, or you are happy where you are, a widening gap is a reason to pause, not to rush. Our piece on when not to upgrade covers that case honestly.

Frequently asked questions

What is the HDB and private housing decoupling?

It describes HDB resale prices and private home prices moving in different directions. In 3Q 2026 flash estimates, private prices rose 1.4% while HDB resale prices eased 0.2%, the third HDB dip in a row.

Should I sell my HDB and buy a condo now?

That depends on your own numbers, so it is a conversation for you, your agent and your banker. The useful questions are your flat's current value, your CPF refund, your loan eligibility at today's rates and your ABSD timing. Our guide on selling your HDB first and buying a condo walks through the order of steps.

Will HDB prices drop further in 2027?

Nobody can say with certainty. MOP supply is estimated to rise from about 13,480 flats in 2026 to about 18,939 in 2027, but not every MOP flat is listed, and transaction volume rose in 3Q26. Treat any single forecast with caution.

Does a small dip in the HDB index mean my flat is worth less?

Not necessarily. The index is an average across the whole market. A cumulative dip of about 0.6% over nine months is small, and your block, floor and flat condition drive your price far more. Check recent transactions near you.

How does the HDB to condo upgrade cost change when rates rise?

A higher rate raises the monthly repayment on the same loan. SORA has moved up from about 1.05% in mid 2026 to about 1.24% in mid October, and bank packages have repriced, so it is worth running your loan numbers at today's rates rather than older ones.
